Job description

The Ministry of SaskBuilds and Procurement (SBP) supplies services to the public and other ministries that support efforts to build the economy and make life better for all Saskatchewan people.

The Priority Saskatchewan and Stakeholder Relations branch has a focus of ensuring proactive engagement with industry and relevant areas of our ministry and others within the Government of Saskatchewan (GOS) on various procurement and procurement-related topics to continue expanding Saskatchewan capacity and supply chain resilience.

The Opportunity

The Ministry of SaskBuilds and Procurement is currently recruiting for a Senior Executive to join its leadership team in a pivotal role that will champion innovation, collaboration, and transformative change across the organization. This unique opportunity offers a chance to shape the ministry’s future through dynamic leadership and meaningful engagement at every level.

As a Senior Executive, you will:

  • Provide strategic leadership and oversight to director-level employees and their teams, fostering a culture of collaboration, accountability and high performance;
  • Ensure clear alignment between branch activities and broader ministry or government objectives;
  • Establish and maintain trusted partnerships with ministries, crown corporations, industry associations, agencies and Saskatchewan-based companies;
  • Champion cross-sector collaboration to advance priority initiatives such as procurement modernization, capital investment planning and policy implementation;
  • Identify and address system-level gaps and growth opportunities through ongoing stakeholders’ engagement;
  • Lead and guide activities including jurisdictional/environmental scans, survey design, planning support and public policy analysis;
  • Maintain strong industry-government relations by resolving complex complaints, anticipating risk, and safeguarding government reputation;
  • Oversee large-scale policy and operational projects that carry long-term impact and cross-ministry significance; and
  • Provide leadership on initiatives such as community benefit policies, prompt payment practices, and procurement reforms.

Ideal Candidate

  • To be successful in the role, the ideal candidate will:
  • Have strong leadership and people management skills with an ability to inspire, coach and develop high performing teams while driving accountability and results.
  • Demonstrate a firm understanding of the political context and align initiatives with broader government priorities.
  • Possess excellent relationship building skills with an ability to foster collaborative partnerships.
  • Communicate clearly with tact and diplomacy across audiences, including senior officials and external stakeholders
  • Typically, the knowledge required for this position would be obtained through:
  • Significant senior leadership experience, ideally in government, public sector or complex stakeholder environment.
  • Education in the field of public administration, business, and/or economic development would be considered an asset.
  • An equivalent combination of education and work experience will be considered.
