Job summary

EBC Inc. seeks a Project Engineer — Electrical & Controls for the Ladore seismic upgrade project in Campbell River, BC. You will own engineering delivery for electrical, controls, HVAC, fire protection and diesel generator scopes across multiple buildings and long cable runs.

Reporting to the Project Director, you’ll manage subcontractors, submittals and commissioning, while driving safety, quality and schedule adherence. P.Eng/EIT eligibility and 5+ years in heavy industry are required.

Qualifications

  • Registered, or eligible to register, as a P.Eng. or EIT with EGBC.
  • Minimum 5 years of relevant experience in heavy-industrial, utility or hydroelectric electrical construction.
  • Experience managing electrical subcontractors and administering subcontracts.
  • Working knowledge of CSA C22.1, CSA Z462, and NFPA fire protection standards is a plus.
  • FAT/SAT and commissioning of electrical and control systems experience.

Responsibilities

  • Direct and coordinate the electrical subcontractor and sub-subcontractors and interface management.
  • Manage subcontract commercial aspects: payment applications, rules of credit, verifications.
  • Review submittals, shop drawings, ITPs and O&M manuals within review periods.
  • Coordinate installation and testing of major owner-supplied electrical equipment.
  • Plan commissioning sequence and energization of the spillway gate facility.
  • Sequence decommissioning while keeping gates operable.
  • Maintain project master schedule and progress tracking.

EBC Inc. is seeking a Project Engineer — Electrical & Controls for our Ladore seismic upgrade project located in Campbell River, BC.

Reporting to the Project Director, the Project Engineer — Electrical & Controls owns the engineering delivery of the project's electrical, controls, HVAC, fire protection and diesel generator scopes — the systems that power, control and protect a new spillway gate facility for a major hydroelectric dam safety upgrade. The work spans five new buildings and structures, complete AC and DC power distribution, spillway gate protection and controls, roughly 29 km of power, instrumentation and communications cable, and carries the project through decommissioning of existing systems to energization, commissioning and return to service. Field execution is performed by the project's electrical subcontractor, making this role as much subcontract and interface management as engineering delivery.

Responsibilities
  • Direct and coordinate the electrical subcontractor and their sub-subcontractors: scope alignment, submittal program, look-aheads, field support and interface management.
  • Carry the commercial management of the electrical subcontract: maintain working knowledge of the subcontract and its rules of credit, verify measurement for payment in the field, and review monthly progress payment applications and invoices before certification.
  • Manage submittals and shop drawings (P.Eng-sealed where required), design-build packages (HVAC controls, fire protection, generator fuel systems), product data, ITPs and O&M manuals within specified review periods.
  • Raise, track and close RFIs and technical queries with the Owner's Engineer, maintaining traceability between design changes and affected work.
  • Coordinate installation and testing of major owner-supplied electrical equipment (LV switchgear, motor control centres, DC distribution, battery inverter system, gate control panels), including receipt, storage and handover.
  • Manage the cable and raceway program — power, instrumentation, PLC and fibre-optic cables, duct banks, conduit and cable tray — with pulling schedules, termination records and test documentation.
  • Plan and execute the commissioning sequence: panel wiring checks, loop checks, functional and integrated testing, FAT/SAT witness, energization and return to service, in coordination with the owner and other commissioning contractors.
  • Plan and sequence decommissioning and removal of existing electrical and control systems while maintaining continuous operability of the spillway gates.
  • Generate micro-schedules for self-performed work and require the same from the electrical subcontractor, feeding the project master schedule and monitoring progress of individual tasks.
  • Support all temporary power supply and its maintenance on the project site.
  • Apply quality processes with the QA/QC team: inspection & test plans, non-conformance management, and audit-ready commissioning records.
  • Coordinate multi-discipline interfaces with the civil, structural steel and hydro-mechanical engineering teams.
  • Work in accordance with the project safety program (Aecon Red Book) and owner requirements, including personal lockout, arc-flash and energized-work controls.
  • Mentor and develop electrical co-op students on the project team.
Requirements
  • Registered, or eligible to register, as a P.Eng. or EIT with Engineers & Geoscientists BC (EGBC).
  • Minimum 5 years of relevant experience in heavy-industrial, utility or hydroelectric electrical construction — LV distribution, DC systems, protection & controls, and field commissioning.
  • Experience managing electrical subcontractors and administering subcontracts (measurement, progress payment applications, rules of credit).
  • Working knowledge of the Canadian Electrical Code (CSA C22.1), CSA Z462 (workplace electrical safety), and NETA acceptance testing; familiarity with NFPA fire protection standards, an asset.
  • Experience with utility engineering standards and outage/isolation processes (BC Hydro, an asset), and with FAT/SAT and commissioning of electrical and control systems.
  • Knowledge of Microsoft Office Suite; experience with scheduling tools (MS Project or Primavera P6) and document control platforms (Aconex), an asset.

  • Communicates clearly and concisely with field crews, subcontractors, engineering teams and the client's representatives.

  • Demonstrates a high level of initiative, discretion and professionalism; works well under pressure with good work availability.

In accordance with applicable pay transparency legislation, EBC Inc. has included the expected salary range for this role, which is$90,000 - $140,000.Compensation within the range is determined based on relevant experience, qualifications, localization, and internal equity. Base salary is one component of EBC’s comprehensive total rewards offering, which may include performance-based incentives, extended health and wellness benefits, retirement savings programs, and career development opportunities.
