The Opportunity

Colleges and Institutes Canada (CICan) is advancing its vision to become Canada's trusted national hub for post-secondary sector data, insight, and intelligence. As part of this transformation, CICan is developing a portfolio of strategic data products and services that support member institutions, sector research, labour market intelligence, advocacy, organizational planning, and evidence-based decision-making.

The Senior Data & Digital Transformation Specialist leads the development, stewardship, and continuous improvement of CICan's data products and intelligence services, including initiatives such as the Navigator platform, Programs Hub, sector dashboards, benchmarking tools, and other data-as-a-product offerings. The role transforms complex data into trusted insights, analytical assets, and scalable products that deliver value to both internal and external stakeholders.

What Success Looks Like in the First 12 Months
  • Built trusted relationships across CICan, developing a strong understanding of stakeholder and member needs and becoming a valued partner in data-driven decision-making. Established a clear roadmap for CICan’s data products, helping prioritize and advance initiatives such as Navigator, Programs Hub, dashboards, benchmarking tools, and other data-as-a-product offerings.
  • Delivered actionable insights and analytics, transforming complex data into clear, accessible intelligence that supports members, research, advocacy, labour market intelligence, and organizational planning.
  • Strengthened data quality, governance, and reporting practices, improving the reliability, documentation, accessibility, and usability of CICan’s data and analytical products.
  • Advanced CICan’s digital transformation, identifying and implementing practical opportunities to leverage modern analytics, AI, and automation to create greater value and efficiency.
What You’ll Do
Data Product Management & Stewardship
  • Lead the lifecycle management of CICan's data products, intelligence assets, and analytical solutions.
  • Serve as product steward for platforms such as Navigator, Programs Hub, benchmarking tools, and sector intelligence initiatives.
  • Define, document, and maintain product requirements, user stories, business rules, and success measures.
  • Coordinate stakeholder engagement activities to identify evolving business, member, and sector needs.
  • Monitor product performance and implement continuous improvement initiatives.
Data Analysis & Intelligence Development
  • Conduct descriptive, diagnostic, trend, benchmarking, and forecasting analyses where data quality and business context support reliable interpretation.
  • Develop actionable insights to support member services, advocacy, strategic planning, labour market intelligence, and research initiatives.
  • Prepare reports, briefing materials, presentations, and data narratives for internal and external audiences.
  • Translate complex data into accessible and compelling intelligence products.
Reporting, Dashboards & Analytics Solutions
  • Coordinate and collaborate with the DataSolutionsandVisualizationOfficer to the development of Power BI dashboards and reporting assets.
  • Develop and maintain analytical data models, semantic models, and reusable datasets.
  • Build reporting pipelines and data solutions within established architecture and integration standards.
  • Collaborate on visualization standards, accessibility requirements, and reporting best practices.
  • Support the production of member-facing analytics and external reporting solutions.
Data Management & Quality
  • Coordinate data acquisition, onboarding, validation, and stewardship activities.
  • Support data quality initiatives by identifying gaps, inconsistencies, and opportunities for improvement.
  • Contribute to metadata management, documentation, and data cataloguing efforts.
  • Monitor the health and reliability of data products through ongoing quality assurance processes.
  • Ensure analytical outputs are supported by appropriate methodologies, definitions, and assumptions.
Governance & Collaboration
  • Support implementation of CICan's data governance framework and related standards.
  • Collaborate with privacy, legal, technology, and business stakeholders to ensure responsible use of data.
  • Participate in governance committees, working groups, and product planning activities.
  • Help ensure alignment between data products, governance requirements, and organizational priorities.
  • Maintain documentation related to product operations, data definitions, and stewardship processes.
Innovation & Emerging Technologies
  • Explore opportunities to leverage AI-enabled tools and automation to improve data management, insight generation, documentation, and user support.
  • Assess emerging analytics, reporting, and data product practices relevant to CICan and its members.
  • Contribute to adoption of modern data management and intelligence capabilities across the organization
  • Performs other related duties as assigned
What You Bring (Minimum Requirements)
Education
  • A post-secondary degree or diploma in Information Technology, Computer Science, Business Administration, Data Science, Statistics, Mathematics, or a related field, or an equivalent combination of education and relevant experience, or;
  • Bachelor's degree in data Analytics, Statistics, Computer Science, Information Management, Business Intelligence, Economics, Public Policy, or a related discipline.
  • Master's degree considered an asset.
Experience
Minimum of five (5) years of experience in:
  • 5-8 years of progressive experience in data analytics, business intelligence, data product management, or sector intelligence roles.
  • Demonstrated experience leading or supporting organizational data transformation initiatives that advanced data maturity, governance, reporting capabilities, and evidence-based decision-making.
  • Experience working with complex datasets and multiple data sources.
  • Experience delivering dashboards, reporting solutions, and analytical products for diverse stakeholders.
Demonstrated Knowledge
  • Advanced Power BI development and reporting.
  • SQL and data querying.
  • Experience with Microsoft Dataverse and Microsoft Fabric environments.
  • Data modeling and semantic model development.
  • Data visualization and analytical storytelling.
  • Experience working with APIs, data integration concepts, and cloud-based analytics platforms is an asset.
