Job Description:

Help lead the City of Toronto’s approach to data science and data visualization through work on our enterprise data platform.

In this role you’ll provide technical support, expertise, and lead data cleaning, transformation, analysis and visualization on data to deliver insights and contribute to evidence-based decision making and solutions. You’ll work to lead and support projects that bring transparency and insights for internal teams as well as the public through dashboards on toronto.ca.

You’ll also be join us at an exciting time as we establish a foundation for how the City of Toronto designs and implements its Enterprise Data Platform. You’ll be a part of our Data Integration and Access team within the newly formed Enterprise Data and Artificial Intelligence unit of the Technology Services Division.

With a focus of supporting the delivery of data analytics projects through effective data analysis and visualization, in this role you will also be enhancing the capabilities of the City of Toronto’s Enterprise Data Platform. You will join a growing team that includes data modelers, data engineers, cloud engineers, service designers, business transformation leads, and other data science and visualization specialists who are all driving the modernization and vision for Toronto’s world class Enterprise Data Platform.

We’re seeking a dynamic individual with a specialization in data analysis and visualization to join our team. In this role you’ll support our work defining and establishing data analytics projects for various teams across the City, with a primary focus on data the City creates and oversees as part of initiatives to support new housing. Through this work you will also be expanding the utility of the City’s data through the establishment of a data mesh within the Enterprise Data Platform. This comprehensive data view across analytics projects will empower the City to ask broader questions and enable insights through analysis across traditionally siloed data. You’ll play an essential role in achieving this vision.

Your responsibilities are not limited to but will include: analyzing data sources; reviewing business processes to discover useful data attributes and KPIs; reviewing, documenting, and establishing analytical data pipelines and analytics products; building dashboard prototypes and proof of concepts; developing production dashboards and databases; and implementing these solutions in a variety of tooling including cloud based infrastructure.

In this emerging team you'll also have the opportunity to cross-train in the shared disciplines of other team members and expand your experience working in the cloud. We are currently establishing and templating the team's approach to deliver cloud data analytics tooling that will support various data analytics, data visualization, and dashboarding projects. You’ll be an active member cross-skilling in establishing end-to-end data analytics projects; so a strong desire and capability to learn (or enhance existing skills) in data ingestion using cloud tooling (like AWS Glue), establishing data pipelines, spinning up cloud infrastructure, and utilizing DevOps practices is highly valuable.

Job Functions:
  • Provides technical expertise in using data analysis techniques to City divisions to support data driven decision making.
  • Compiles data/statistical reports based on data analysis including formatting for aesthetics and structure.
  • Leads development and supports the management of corporate analytical models, dashboards and databases, including prototypes and proof of concepts.
  • Integrates a variety of business data with location information and analyzes data to gain additional insights.
  • Ensures data quality, identifies errors and performs data cleansing to ensure accuracy and statistical significance.
  • Produces data visualization on a range of different data sources, including structured, unstructured, real-time and geospatial.
  • Sets up data queries, builds Extract, Transform and Load (ETLs), data pipelines and automates recurring analysis, and builds reusable scripts to speed up future analysis
  • Troubleshoots and takes actions to resolve issues associated to data, interpretation and reporting.
  • Train team members and other stakeholders on foundational analytics capabilities. Gives presentations at relevant learning networks, meetings and events related to findings and data science.
  • Develops, fosters and maintains effective working relationships and communication with internal and external stakeholders on project requirements and approaches related to data analysis, visualizations, data quality, data governance, and project delivery timelines.
  • Guides the creation and maintenance of data dictionaries and metadata.
  • Participates in business requirement workshops and supports the documentation of business requirements.
  • Implements industry best practices on machine learning, artificial intelligence, and digital twinning, resulting in operational improvements and project success.
  • Maintains and performs best practices related to data analysis, data visualization and insights on internal and public facing projects.
  • Communicates analysis results to internal and external stakeholders.
  • Delivers presentations based on findings.
  • Builds out data visualization to inform decision-making or to contribute towards briefing decks.
  • Maintains up-to-date knowledge of both current and emerging data analytics technology and products.
  • Researches best practices and prepares briefing notes, technical documentation to support analysis, including positions and policies, relating to data management, methods, models and dissemination for stakeholders.
  • Prepares and evaluates information and technology proposals, requirements, analysis, and design documents including detailed specifications of data, information and software architectures.
  • Participates in design and evaluation sessions of data analytics and machine learning processes with objectives to conduct testing, devise audits and support implementations.
  • Analyze and recommend changes to current business practices, business and information processes, data flows, performance measures, information delivery and knowledge utilization toward a more efficiently managed and coherently integrated information environment for divisional stakeholders.
  • Supports divisional stakeholders in defining key performance indicators and ensures compliance with data related policies, standards, roles and responsibilities and adoption requirements.
Key Qualifications:
  • Post-secondary education in the field of quantitative analysis ( e.g. Statistics, Computer Science, Economics, Engineering, Geography, or Mathematics) or an equivalent combination of education and experience
  • Considerable experience with visualization and data tools, including Tableau (Desktop or Prep Builder) and Microsoft PowerBI, (ArcGIS, or R Shiny would be considered assets), and web-based tools like D3.js, Plotly, Chart.js, Leaflet, or RAWgraphs.
  • Considerable experience with statistical computing, object-oriented programming and database query languages to clean and manipulate data ( i.e. Python, R, and SQL).
  • Experience with public cloud platforms (e.g. AWS, Azure, or GPC) and implementing, configuring and utilizing data analytics tools such as: Redshift (AWS), BigQuery (GCP), or Synapse Analytics (Azure); AWS Glue, Google Cloud Dataflow, Azure Data Factory; AWS Lambda, Google Cloud Functions, or Azure Functions; and Amazon QuickSights, Google Data Studio, or Microsoft Power BI.
  • Experience with using statistical techniques (e.g. predictive value, time series analysis, regression, A/B testing, or Bayesian)

You must also have:

  • Ability to develop and deliver presentations using a range of software tools (i.e. Microsoft PowerPoint, Google Presentations etc.)
  • Ability to develop custom web visualizations (i.e. HTML5, CSS, Java Script, jQuery, etc.)
  • Ability to write technical documents using open source notebooks (i.e. Jupyter, R Notebook, Markdown, Bookdown, etc.)
  • Knowledge of geographical information systems (GIS), spatial analysis, and machine learning techniques
  • Knowledge of DevOps practices, including continuous integration and continuous deployment (CI/CD) pipelines, infrastructure as code (IaC), and automated testing and monitoring, to ensure efficient and reliable data model deployment and maintenance.
  • Ability to perform qualitative and quantitative analysis (i.e. descriptive statistics, inferential statistics, regression analysis, content analysis, natural language processing, etc.)
  • Ability to gather client business requirements
  • Ability to work in a collaborative team environment with a variety of stakeholders
  • Ability analyzing structured and unstructured data
  • Extensive problem solving and critical thinking skills, and conflict resolution skills
  • Excellent interpersonal skills; with the ability to develop and maintain inter-professional team relationships with multiple stakeholders, including City staff and public
  • Detail-oriented, dependable, self-motivated and flexible individual with initiative, able to handle complex tasks simultaneously
  • Knowledge of or exposure to Amazon Web Services and Salesforce preferred
  • Excellent time management and organizational skills. Ability to travel to various locations for client meetings.
  • Excellent oral communication, writing, presentation and interpersonal skills, to deal effectively with technical staff, business unit staff, and senior management
  • Exceptional ability to seamlessly distill technical concepts in a manner that is understandable to a wide range of individuals including the ability to write reports, create effective presentations, and facilitate discussions.
  • Proficiency with Microsoft Office, SLACK, JIRA, and G Suite productivity applications
  • Experience with Agile team & project management including running or contributing to regular spring planning, team retrospectives, stand-ups, and continuous improvements to the daily operations and regular work cadence of the team; and proven track records in successfully completing projects according to an established methodology.
