Halifax Regional Municipality is inviting applications for the permanent, full-time position of Senior Construction Inspectorin Design and Construction - Public Works.

The Senior Construction Inspector is responsible and accountable for the daily co-ordination and direction of all contract administration and inspection services operations within their designated area of Construction Services, to ensure projects are implemented and completed on schedule, within budget, and meets the quality control objectives of the design and specifications.

DUTIES AND RESPONSIBILITIES :

  • Co-ordinates and participates in the daily quality and quantity control inspection operations of municipal services construction works within area of operation. The projects can be new construction or the rehabilitation of infrastructure, and include : streets & roads, storm sewers, bridges, retaining walls, sidewalks, curbs, pavement (resurface, renewal, recycled, etc.,) guiderails, natural gas lines, traffic signals, roundabouts, intersection improvements, transit and rapid transit projects, overhead sign structures, active transportation infrastructure, and integrated projects with utilities including Halifax Water, Heritage Gas, and Nova Scotia Power etc.
  • Provides general guidance and advice to inspection staff within area of operations, establishing a project team approach to the implementation and management of assigned capital projects.
  • Co-ordinates the assigned projects with inspection staff to ensure proper scoping out of works to be tendered and compilation of estimated quantities of pay items for tendering necessary for this work to assist in preparation of tender documents.
  • Oversees the daily administration of inspection staff within designated area of operations including attendance record keeping, coordination and recommending for approval of overtime work, section operating budget control within authority, etc.
  • Assigns approved Capital Projects to inspection staff within area of operation.
  • Liaises with Municipal Operations staff and provides information to the general publicand councillors including after hours on engineering issues.
  • Reviews and recommends for approval Capital Works progress claims to be forwarded to the Manager, Construction Services for approval for payment.
  • Coordinates and tracks Change Orders to ensure they are submitted and approved by required HRM, consultant and contractor representatives in a timely manner.
  • Ensures the timely follow up on all deficiencies associated with completed capital works.
  • Assigned to complex multi-year transportation and municipal Capital Projects and complex municipal infrastructure projects as a subject matter expert in constructability from functional design stage until project completion and provide input to other stakeholders when implementing new design elements. Attendance of regular meetings may be required.
  • Attends and chairs Pre-construction meetings with all stakeholders.
  • Establishes and maintains professional working relationships with project stakeholders including internal contacts (ie : Transit, ROW, Urban Forestry), property owners, design consultants and engineers, contractors, external stakeholders (ie : Nova Scotia Power, Bell Aliant, Eastward Energy, Halifax Water, NSE, NSPW). Assists in resolution of technical issues.
  • Coordinates the shop drawing review process during construction.
  • Provide guidance, assist with the scope of work, and oversee projects that are related to emergency response. (i.e., rain event, fire, hurricane, etc.)
  • Assists Risk and Insurance department in providing information to assist with the resolution of claims.
  • Other related duties as assigned.

QUALIFICATIONS

Education & Experience :

  • A diploma in civil engineering technology from a recognized institution.
  • A minimum of 10 years of field construction experience in the areas of asphalt, concrete, roadways, and other municipal infrastructure.
  • A minimum of one year of previous experience within a municipal engineering environment and experience with SAP ( a financial accounting program) would be an asset.
  • Experience in computer use, including spreadsheets, word processing, and local email.

Technical / Job Specific Knowledge and Abilities :

  • Possess sound working knowledge of general municipal engineering construction practices and procedures.
  • Must have the ability to read and interpret engineering drawings and conduct field survey layout work.
  • Proficient in daily recording of construction activities in clear and concise manner.
  • Working knowledge of Microsoft Office Suite (Excel, Word), Microsoft Outlook and Microsoft Teams.
  • General understanding of HRM’s organizational structure and the specific working relationship between construction, design and other business units.
  • Knowledge of Federal / Provincial regulations and guidelines affecting municipal construction activities.
  • Must have and maintain a valid Nova Scotia driver’s license and own and be willing to use a vehicle during working hours with reimbursement in accordance with the HRM mileage policy.

Security Clearance Requirements : Applicants may be required to complete an employment security screening check.

Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing, may be tested in a group setting, scheduled at the employer’s discretion.

WORK STATUS : Permanent, Full-time

HOURS OF WORK : Monday-Friday, 8 : 30am-4 : 30pm, 35 hours per week. Some flexibility may be required due to operational needs.

SALARY : Level 10; $44.06 per hour as per the Collective Agreement between HRM and NSGEU 222.

WORK LOCATION : 21 Mount Hope, Eric Spicer Building, Dartmouth, Nova Scotia.
