Job summary

Transportation Investment Corporation is seeking a Senior Construction Director to oversee construction activities on the Fraser River Tunnel Project. You will act as the Owner's onsite liaison among contractors, consultants, regulators, and stakeholders to ensure safety, quality, and schedule adherence.

Ideal candidates bring extensive experience in heavy civil construction, risk management, and leadership, with a proven ability to mentor engineers and manage complex interfaces across teams

Qualifications

  • 20+ years experience on major infrastructure projects such as rail transit, bridges, highways, tunnels, or large public works.
  • Strong understanding of heavy civil construction practices.
  • Knowledge of construction contracts and project delivery models.
  • Strong problem-solving and issue-resolution skills.
  • Excellent stakeholder management and communication abilities.
  • Ability to assess construction risks and develop practical solutions.

Responsibilities

  • Identifies emerging construction risks and works collaboratively with project stakeholders to develop mitigation strategies.
  • Provides day-to-day field oversight, training and leadership to the construction management team.
  • Maintains and escalates accurate records of construction activities, observations, issues, and decisions.
  • Advises construction management team in resolving field issues that may affect project delivery.
  • Ensures effective interface management between contractors, utilities, municipalities, regulatory agencies, and adjacent project activities.

Job description

The salary range for this position is $149,000 to $205,000. The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Overview:

This Senior Construction Director serves as an owner's senior field representative responsible for overseeing construction activities on the Fraser River Tunnel Project. Acting as a primary onsite liaison between the Owner, Project Contractor, consultants, utility providers, regulatory agencies, and stakeholders, the role monitors construction progress, identifies and escalates risks, and ensures the contractor's work complies with project requirements related to safety, quality, environmental management, and schedule.

Key Accountabilities:
  • Identifies emerging construction risks and work collaboratively with project stakeholders to develop mitigation strategies.

Monitoring construction activities and mitigating problems and issues related to the following:

  • Immersed tube tunnel construction.
  • Bored tunnel construction using TBMs.
  • Cut-and-cover tunnel construction in urban environments.
  • Marine works, cofferdams, dredging, and temporary works.
  • Deep excavation and ground support systems.
  • Geotechnical risk management and settlement control.
  • Waterproofing, tunnel lining, ventilation, fire-life-safety, and systems integration.

Monitoring risk and safety issues, particularly related to the following:

  • Marine and waterway construction risks.
  • Navigation and shipping constraints.
  • Flooding and water ingress management.
  • Emergency response planning.
  • Complex temporary works.
  • Environmental compliance and permitting.
  • Occupational health and safety leadership.
  • Reviews construction methodologies and work sequencing for potential impacts and risks.
  • Provides day-to-day field oversight, training and leadership to the construction management team.
  • Actively promotes and reinforces a strong safety culture across all construction activities in conjunction with the Safety Advisors.
  • Works closely with the Quality team to ensure quality management processes, identifying non conformance issues and supporting resolutions, and ensuring deficiencies are addressed prior to work acceptance.
  • Ensures effective interface management between contractors, utilities, municipalities, regulatory agencies, and adjacent project activities.
  • Advises construction management team in resolving field issues that may affect project delivery.
  • Provides field input regarding contractor performance, claims, disputes, schedule recovery plans, and change management processes.
  • Provides guidance and mentorship to Project Engineers, Traffic Engineers, Construction Managers, EITs, and consultant staff.
  • Maintains and escalates accurate records of construction activities, observations, issues, and decisions.
