Job Description

Shape the Future of Infrastructure with Metrolinx!

Are you ready to make a lasting impact on one of North America’s largest and most ambitious transit transformations? Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

At Metrolinx, equity, diversity and inclusion are essential to living our values of serving with passion, thinking forward and playing as a team.

Metrolinx is inviting passionate professionals to join our Greater Toronto and Hamilton-based Capital Projects Group (CPG) during an extraordinary period of transformation and growth. We are assembling a dynamic and visionary team to redefine how transit projects are delivered—championing innovation, collaboration, and community impact.

Be at the forefront of change: Contribute to groundbreaking projects that are setting new standards for infrastructure development.

Leave a lasting legacy: Help shape vibrant, sustainable communities and transform the way people live, work, and travel.

Work on iconic projects like GO Expansion - the program that will bring faster, more frequent train service by delivering new transit infrastructure and operational plans that will reduce journey times, add capacity and further improve on-time performance and customer satisfaction.

The goal is to create a network with the capacity to deliver service every 15 minutes or better, all-day, in both directions on core routes like the Lakeshore East (to Oshawa GO), Lakeshore West (to Burlington GO), Kitchener (to Bramalea GO), Stouffville (to Unionville GO) and Barrie (to Aurora GO) lines.

Our corridor-specific teams (Union and Lakeshores) are seeking dynamic leaders with strong civil engineering background to drive engineering and assurance processes. This is your chance to lead and manage engineering processes for our Capital Projects Group (CPG) and shape the future of infrastructure development. These critical roles will be providing strategic oversight and operational guidance across multidisciplinary projects to support Metrolinx’s objectives and deliver value to our clients. Your work will directly impact the lives of millions, transforming how people move and connect across the Greater Toronto Area and Hamilton region in Ontario. Engineering Management leaders will be responsible for technical leadership ensuring project deliverables meet high standards of quality and efficiency. You will oversee engineering phases from planning and design through to execution and maintenance, ensuring compliance with industry regulations and best practices.

You will:

  • Support delivery of complex engineering projects and oversee cross-functional teams and external contractors.
  • Provide direction and subject matter expertise to ensure Capital Projects Group (CPG) initiatives are prioritized and aligned with key milestones, organizational goals, and program objectives.
  • Utilize industry best practices and advanced technologies to build a high-performing delivery organization that supports critical infrastructure programs.
  • Provide technical leadership to motivate project teams and contractors in achieving defined performance goals.
  • Partner with project management, commercial, and planning teams to oversee engineering deliverables while managing costs, schedules, quality, and productivity across various contract types.
  • Contribute to definition and management of technical and functional interfaces between systems such as track, signaling, traction power, and vehicles.
  • Provide guidance on project planning and execution, including the evaluation and approval of business cases.
  • Ensure projects and operations meet or exceed timelines, quality standards, and budget targets.
  • Foster strong relationships with Metrolinx teams, technical partners, and stakeholders to ensure alignment with corporate objectives and safety commitments.
  • Collaborate with Engineering, Asset Management, planning teams, and contractors to develop integrated project management plans and address design and delivery challenges. Ensure compliance with all applicable legal, regulatory, and policy requirements for rail, transit, and transportation projects, while supporting audits and proactively managing risk through reviews and contingency planning.

What Skills and Qualifications Do I Need?

  • Proven experience in senior engineering leadership, successfully leading large and complex construction projects from inception to completion. Experience in the transportation industry and public sector in Canada is a strong asset.
  • A degree in Civil Engineering from an accredited university or a combination of education, training and experience deemed equivalent.
  • Professional Engineering (P.Eng.) designation, MBA, and/or Project Management Professional (PMP) certification is considered assets.
  • Knowledge of railway legislation (e.g., Railway Safety Act) and Transport Canada regulations and ability to provide direction and leadership for the integration, delivery, and support of GO Expansion projects. Experience with applying these regulations to railway operations is essential.
  • Cross-functional leadership experience to drive integration and deployment of engineering projects and assets.
  • Experience providing technical and administrative leadership to multiple teams within an operational or functional unit.
  • Strong project management skills, including budget and schedule oversight, to lead and guide cross-functional teams and consultants. Experience managing projects in sensitive, high-visibility environments, requiring adaptability, flexibility, and decisive leadership.
