Our Public sector client is seeking a Senior Business Engineer / Technical Product Owner to conduct problem discovery and ideation workshops, manage and prioritize the product backlog within the Innovation & AI team.
1 year contract, possibilities of extensions; Vancouver based, Hybrid - Once a week in office, in addition, must be able to come into the office for important in-person meetings.
Must Have :
- 7+ years working experience as a Product Owner, including 3 years of direct hands-on experience in Agile practices and DevOps within enterprise-level, highly complex, and integrated environments.
- Extensive experience liaising with product owners and developing design artifacts such as personas, journey maps, wireframes, storyboards, user flows, process flows, site maps, prototypes, and mockups.
- Experience in writing user stories with acceptance criteria, performing user research, analyzing user needs, and aligning solutions with business outcomes.
- Experience in designing, planning, and facilitating problem discovery and ideation workshops in group settings.
- Holds Product Owner certifications such as CSPO, PSPO, SAFe PO, IEEE Scrum PO, ACP, or similar.
- Experience contributing to backlog prioritization encompassing feature development, technical debt, quality assurance, and supporting team delivery.
- SAFe training and certification such as SAFe Practitioner, or commitment to obtain it within 2 months of starting.
- University degree in Computer Science, Business Administration, or STEM fields.
Responsibilities :

- Manage a large, complex portfolio of innovative opportunities across divisions.
- Engage stakeholders through effective communication and relationship building.
- Monitor and evaluate progress throughout the product management lifecycle.
- Liaise with stakeholders, product teams, and end-users to deliver updates.
- Validate requirements to ensure they meet desired outcomes.
- Collaborate with teams to remove impediments.
- Perform problem discovery, user research, and analyze needs to align with business outcomes.
- Understand team capacity and influence commitments based on velocity.
- Participate in backlog grooming, sprint planning, and retrospectives, working with Scrum Master, DevOps, and engineering teams.
- Act as a core member of the Innovation Team, providing expertise and insights.
- Identify and implement process, technology, and people improvements.
- Create product backlogs translating business and non-functional requirements into user stories and acceptance criteria.
- Plan and facilitate problem discovery and ideation workshops, synthesizing outcomes for next steps.
- Develop problem statements, business process flows, product requirements, and roadmaps to articulate strategy.
