New Value Solutions, a national IT consulting company, is seeking a Senior Business Analyst with extensive experience in the Canadian energy and utilities sector, ideally within public sector or regulatory environments. The selected candidate will play a key role in a digital transformation initiative focused on modernizing permitting processes through automation and AI. This role requires a strong communicator and analytical thinker capable of bridging business needs with technical delivery.

Responsibilities:

• Lead business discovery sessions, stakeholder interviews, and workshops.
• Analyze and document current-state and future-state workflows.
• Define and maintain business and functional requirements, user stories, and acceptance criteria.
• Collaborate closely with developers, data scientists, and project managers in Agile sprints.
• Support the identification and prioritization of AI use cases aligned with business objectives.
• Ensure documentation and solution design align with regulatory and compliance standards (e.g., FOIPPA).
• Assist with UAT coordination, knowledge transfer, and executive reporting.
• Interpret and incorporate quasi-judicial decision standards into regulatory and permitting workflows.
• Operate with awareness of Crown corporation governance structures and public accountability.

Requirements:

• 7+ years of experience as a Business Analyst in utilities, energy, or regulatory sectors.
• Strong track record of facilitating stakeholder engagement and requirements gathering.
• Familiarity with permitting workflows, environmental assessments, or compliance frameworks.
• Demonstrated experience working with quasi-judicial regulatory standards.
• Understanding of governance models applicable to Crown corporations or similar agencies.
• Ability to document detailed requirements and collaborate across technical and business teams.
• Experience working in Agile environments with tools like Jira and Confluence.
• Based in Canada and available to work during Pacific Time hours.
• Experience with provincial energy agencies or permitting bodies is proffered.
• Exposure to AI-driven transformation or digital automation initiatives.
• Familiarity with tools such as Power BI, SharePoint, Camunda, ArcGIS, Drools.
• Experience applying the Government of Canada Algorithmic Impact Assessment (AIA) framework is proffered.
• Knowledge of DRIPA (Declaration on the Rights of Indigenous Peoples Act) and Indigenous engagement processes is proffered.
