Reporting to the Manager, Projects and Portfolio Delivery, this position is responsible for supporting projects from various business and technology streams, and user departments. The Senior Business Analyst has in-depth practical experience in the role with repeated practice performing business and system analysis in a variety of complex situations.
The Senior Business Analyst works with an internal technical team and business stakeholders to achieve corporate objectives in alignment with the capital budget, strategic direction, and project scope. The focus of this position will be Technology and Transformation related initiatives.

As The Senior Business Analyst Responsibilities Include
Elicitation/Requirements gathering and Management
- Using appropriate Business Analysis techniques (facilitation, interviews, workshops, document analysis etc.) to gather, prioritize, and progressively elaborate detailed business and technical requirements to express the underlying needs of stakeholders.
- Consult with the necessary audiences to validate that the underlying business requirements achieve corporate goals, and that opportunities to improve efficiency, effectiveness, and service improvement are incorporated.
- Review of business processes and identify opportunities and strategies to improve business efficiency.
- Gather requirements and drive the development of RFP and procurement documentation.
- Manages conflict, issues, and changes to requirements in order to ensure the stakeholders and project team maintain agreement on the solution scope.
- Prioritizes and progressively elaborates stakeholder and solution requirements in order to enable the project team to implement a solution that will meet the best interests of the corporation and stakeholders.
Enterprise Analysis
- Identify business needs from a corporate perspective that may traverse departments and commissions, refine and clarify the definition of the needs, and define solution scope that can be feasibly implemented within our technical environment. This includes definition of the problem, analysis, business case development, feasibility studies and environmental scans
- Coordinate efforts to improve application integrations and to promote the use of existing corporate assets in the development of solutions.
- Accurately identify opportunities for process improvement from both business and technical perspective.
- Effectively synthesize requirements, recognize opportunities beyond the underlying business needs, and consult with those required to affect change.
- Define, document and inform on the new capabilities that the project will deliver.
- Determine justification of investment for proposed solution.
- Develop business and technical knowledge appropriate to specific initiatives and assess capability gaps introduced through the projects.
Solution Development and Evaluation
- Research and assess proposed solutions including catalogue of existing products and services to determine which solution/technology best fits the business need, identify gaps and shortcomings in solutions, and determine necessary workarounds or changes to the solution. Provides recommendations to appropriate audience.
- Use of wireframes and/or other appropriate tools to document and demonstrate the solution to the team.
- Measure and evaluate solutions for value and opportunities through the creation and documenting benefits, metrics and value proposition documents for a variety of audiences.
- Facilitate the development of business solutions by engaging both technical and business stakeholders in the solution review process.
- Ensure requirements and developed solutions are aligned with corporate strategy and priorities.
- Ensure the proposed solution addresses operational requirements of the business and ITS support structure.
- Create the necessary technical solution documents to support the solution within the technical environment in consultation with the technical subject matter experts. This would include solution design and configuration, identify integration points, data mapping, scheduled processes etc.
Business Transformation and Change
- Using a variety of facilitation and elicitation techniques, document the necessary ‘As Is’ and future state ‘To Be’ process based on requirements, technical solutions, improvement and efficiency opportunities.
- Apply lean techniques to the development of new business models as well as existing ones to gain efficiencies and remove waste.
- Assess proposed solutions to identify changes and gaps in capabilities in order to ensure organizational readiness and effective transition to new operating models.
- Create business transformation documentation to support changes to the business model from both technical and business perspectives that may have a deployment timeline of 1 to 5 years.
- Facilitate with management to create or modify job descriptions, staff additions or reduction recommendations and redeployment of resources within or outside the corporation.
- Select and utilize change management techniques appropriate to the situation.
Business Analysis Planning and Delivery
- Contribute to the establishment and maintenance of internal best practices for business analysis methodology and quality standards ensuring consistent delivery.
- Evaluate project complexity, assumptions, constraints, dependencies and determine business analysis work plans.
- Conduct stakeholder analysis to determine, influence and build relationships.
Quality Control and Assurance
- Contribute to continuous improvement of internal business analysis and quality assurance standards.
- Provide guidance to project resources for the application of the business analysis and quality assurance program standards.
- Lead the planning and application of quality assurance practices for project initiatives.
- Create appropriate documentation, use cases/user stories, test cases and test scripts to support the test process and capture meaningful test results.
- Ensure the management of requirements in the scope of the projects through traceability matrices.
How do I qualify?
- Minimum of 5 years’ related experience with a three year Degree or Diploma specializing in Information Management or Computer Science or equivalent combination of education supplemented by additional training in business analysis. An equivalent combination of education and experience may also be considered.
- Professional designations such as the International Institute of Business Analysis (IIBA), Certified Business Analyst Professional (CBAP), with expert knowledge of BABOK and/or Lean certification.
- You are an experienced business analyst professional with demonstrated proficiency in all aspects of the business analyst function in a variety of complex situations, who recognizes the ability to influence and affect change in the organization. You have a strong understanding of the project lifecycle, and are able to work on multiple, simultaneous technical initiatives using existing and emerging technologies various technical infrastructures, and familiarity with applicable industry standards pertinent to a municipality.
- You have experience with data analysis, preparing reports and presentations, incorporating the options, recommendations, implementation plans, etc.
- Experience in deploying Enterprise software and data management is considered an asset.
- Education and experience are further enhanced through proficiency in MS Office, Sharepoint, Visio and wireframe tools. Knowledge of Power BI and/or Power Apps is an asset.
- Ability to interpret financial calculations such as NPV, ROI when evaluating the viability of new business cases.
- Strong communication skills with the ability to build relationships and agreement with high level stakeholders.
