Position Details

Transportation and Infrastructure - Government of Newfoundland and Labrador

The Bridge Office section of the Department of Transportation and Infrastructure provides engineering oversight, detailed design, project management, inspection and maintenance, as well as providing technical support to district staff regarding construction and maintenance of bridge structures. Reporting to the Chief Bridge Engineer, this position will perform structural engineering tasks related to bridge assets, develop quality assurance programs for construction, and oversee projects completed internally and/or through consultants and contractors including design builds, as well as developing long term replacement or rehabilitation plans. This role is expected to include providing technical and project management oversight to junior positions. The role ensures safety and quality of work; performs detailed structural engineering; reviews and approves internal and external technical/shop drawings, designs, specifications and cost estimates to ensure conformance with design standards, principles and practices; prepares and evaluates project tenders; completes site visits and monitors construction; ensures that inspections programs are current and up to date; performs cost estimating and monitoring of budget; prepares non-technical briefings, presentations, business cases as well as technical and economic feasibility reports of infrastructure requirements; collaborating and communicating with internal and external stakeholders; performs bridge load evaluations; engineering lead for specification updates on structural sections of the TI Highways Specification Book including drawings, details and written specifications; promote professional development; other related duties as required.

Screening Criteria

  1. Graduation from an accredited university with a degree in Civil Engineering. Other disciplines may be considered.
  2. Experience in structural engineering design.
  3. Experience in contract and project management.
  4. Registered or immediate eligibility for membership as a Professional Engineer (P.Eng) with a Canadian Professional Engineering Association.
  5. Experience in design of concrete girders, steel box girders, pre- and post-tensioned structures and integral and semi-integral bridges (asset).
  6. Experience in construction specifications and construction management of bridges including design-bid-builds and design builds (asset).
  7. Experience in maintenance, testing, inspection, restoration and rehabilitation of concrete and steel structures (asset).

Assessment Criteria

  1. Knowledge of approved structural engineering design for concrete, steel, and timber solutions.
  2. Knowledge of bridge design including concrete and steel girders, pre and post tensioned structures, integral and semi-integral bridges, precast and insitu methods (asset).
  3. Knowledge of construction methods, practices and construction specifications for design-bid- builds and design-builds (asset).
  4. Knowledge of AutoCAD or other related design and analysis software
  5. Knowledge of related safety regulations, policies and practices
  6. Project management and contract management skills
  7. Ability to assess and evaluate multiple issues and balance competing demands in a dynamic environment
  8. Professionalism

Conditions of Employment

  1. Valid Province of Newfoundland and Labrador Class 05 license.
  2. Current driver’s abstract satisfactory to the Employer.
  3. Membership or immediate eligibility for membership as a Professional Engineer (P.Eng) with the Association of Professional Engineers and Geoscientists of Newfoundland (PEGNL).

Conditions of Acceptance

  1. Extensive travel throughout the Province is required
  2. Required to be accessible to address issues on an emergency basis with respect to concerns arising from natural events and unexpected situations
  3. Required to wear safety equipment such as safety boots, hardhat, safety vests, safety glasses and personal protection measures when completing onsite inspections and overseeing construction
  4. Ability to perform construction site visits, bridge inspections, and other activities requiring unrestricted mobility
