The City of Regina is recruiting a Senior Assessment Appraiser who will value real property for assessment purposes consistent with provincial legislation regulations and Assessment division policy. This position reports to the Manager of Research and Appeals.

Key Duties & Responsibilities:
  • Perform assessment appraisal duties of a complex and technical nature in the inspection, analysis, valuation, and support of multiple property types and values including the review of appraisal reports or engineering reports.
  • Create, promote, and administer research methodologies, processes, and initiatives. Lead or assist with the collection, validation, classification, analysis, and application of research and trend analysis for various assessment appraisal techniques.
  • Develop and evaluate the quality of valuation models using appropriate statistical analysis for all residential and commercial industrial properties including consultation with stakeholders to ensure acceptable results are obtained in the predictive valuation models.
  • Develop and maintain computer-assisted mass appraisal systems, database standards, and research criteria.
  • Prepare statistical market evidence for use in appeal cases. Act as an advocate and expert witness to present analyses, opinions, and conclusions through written reports and oral presentations conforming to relevant Provincial laws and regulations, City of Regina Bylaws, Code of Ethics, and Professional Practice Standards of professional associations.
  • Ensure consistent application and compliance with relevant municipal and provincial ordinances, assessment policies, and procedures including researching and evaluating valuation techniques and methodologies and best practice processes.
  • Provide leadership, supervision, and training to junior staff. Provide direction, assignment of duties, and manage performance.
  • Plan, organize, and execute activities of the Assessment Department; coordinate these activities with external agencies, other levels of government, and other Departments of the organization to ensure the efficient and cost-effective delivery of assessment services.
  • Other duties as required.
Key Qualifications:
  • Typically, the knowledge, skills, and abilities required through completion of a university degree in Economics or Commerce, supplemented with the first and second level of the Appraisal Institute of Canada’s courses or possession of the Appraisal Institute of Canada’s AACI designation or the International Association of Assessing Officers CAE designation combined with a minimum of five (5) years professional experience in commercial property valuation.

OR

  • The knowledge, skills, and abilities required through completion of a university degree in Computer Science, Data Management, Statistics, or Mathematics combined with five (5) years of professional experience in a related field.
  • Completion of the Saskatchewan Assessment Appraiser Association’s designation program or licensed or certified through the Saskatchewan Assessment Appraiser Association.
  • Extensive knowledge of all Acts, Laws, and Regulations pertaining to Valuation and Property Assessment.
  • Knowledge of Geographic Information Systems (GIS).
  • Ability to analyze and quantify all market data evidence in the predictive valuation modeling process.
  • Ability to interpret the municipal building bylaw and the effect on market values.
  • Ability to manage the processing of property assessment appeals and to interpret and comprehend the various appeal presentations presented to the Board of Revision and the Saskatchewan Municipal Boards Assessment Appeals Committee.
  • Ability to comprehend and apply the concepts of Computer Assisted Mass Appraisal Techniques (Multiple Regression Analysis, Adaptive Estimation, and statistical testing).
  • Ability to interpret various documents such as Land Titles, Options to purchase, Agreements for Sale, Financial Statements, Leases, Rent Rolls, Building Plans, Blueprints, and specifications and Municipal Tax Incentives.
  • Ability to communicate effectively both orally and in writing, demonstrating tact and discretion in order to establish effective working relationships with other employees and external and internal stakeholders as necessitated by work assignments.
  • Ability to work with a large degree of independence and initiative demonstrating sound judgement and decision-making skills.

  • Have the means to travel.
