Job summary

Toronto and Region Conservation Authority (TRCA) seeks a Senior Analyst, IT Business Systems to lead the ERP implementation modernizing finance and procurement. You will oversee planning, change management, and stakeholder engagement, ensuring a smooth migration and acting as IT's liaison throughout the lifecycle.

You will work within Corporate Services, Information Technology & Records Management, at Head Office (5 Shoreham Drive), 35 hrs/week, with 5% travel.

  • Demonstrated experience leading full lifecycle ERP implementations for a multi-service organization.
  • Experience with Project Management and Business Analysis methodologies, including Agile and Waterfall approaches
  • Experience working with software development lifecycle approaches

Responsibilities

  • Leads the implementation of TRCA’s ERP solution.
  • Monitors budget and timelines, developing mitigation strategies for variances.
  • Leads ERP procurement RFPs, tenders, and vendor evaluations.
  • Co-ordinates intake of new projects, develops charters and scopes of work, plans resourcing and timelines.
  • Promotes technology solutions and improvements across internal units.
  • Supports vendor management, including contract performance, SLAs, and issue resolution.

How you will contribute as part of the TRCA team:

The Senior Analyst, IT Business Systems (IT Project Management) provides project management and business analysis services for TRCA's business solutions portfolio. This role will play a leadership role in leading the implementation of a new Enterprise Resource Planning (ERP) solution to modernize TRCA's finance and procurement services, aligned with organizational goals and industry best practices. The Senior Analyst shall oversee project planning, change management initiatives, and stakeholder management to ensure a seamless migration to the new platform, and as IT's primary stakeholder liaison throughout the project lifecycle.

Major Responsibilities:
  • Leads the implementation of TRCA’s Enterprise Resource Planning (ERP) solution.
  • Monitors budget and timelines, developing strategies to mitigate variances from the project plan.
  • Demonstrated experience leading the development and execution of complex, enterprise-wide ERP procurement processes, including multi-million-dollar RFPs involving diverse business, technical, integration, security, and vendor evaluation requirements.
  • Leads or supports resource planning, project budgeting, and work plan development; identifies potential resource constraints or delivery conflicts and develops mitigation strategies.
  • Maintains project portfolio data throughout the project lifecycle, monitors project status, and intervene when required.
  • Leads RFPs, tenders, and quotations for technology and services
  • Works with business stakeholders to coordinate the intake of new projects, develop project charters and scopes of work, plan resourcing and timelines, identify cross-project efficiencies, and lead the acquisition and implementation of new services.
  • Evaluates and prioritizes projects by supporting business case development, refining scope collaboratively to ensure optimal project design and resourcing for maximum value.
  • Acts as a primary liaison with internal staff and business units to promote technology solutions and improvements.
  • Supports vendor management, including contract performance, SLA management, and resolution of escalated incidents and problems.
What will you need to succeed:
Education (degree/diploma/certifications)
  • Post-secondary diploma or degree in Computer Sciences, Commerce, or a related field
Experience
  • Demonstrated experience leading full lifecycle ERP implementations for a multi-service organization.
  • Demonstrated experience with Project Management and Business Analysis methodologies, including Agile and Waterfall approaches
  • Experience working with software development lifecycle approaches
Knowledge/Skill/Ability - Competencies
  • Experience with common ERP platforms, such as Microsoft Dynamics, Oracle Netsuite, Unit4 ERPx, or similar solutions
  • Excellent written and verbal communication skills to communicate project status for various audiences and communicate technical information to a non-technical audience
  • Ability to self-manage workload and prioritize tasks to manage multiple deadlines
  • Good interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally) and negotiate project variance/timelines.
  • Demonstrated ability to prepare consultant terms of reference and procurement documents
  • Able to manage project deadlines and deliverables in a dynamic environment
