Senior AI Upskilling Consultant

Our GTA based, Municipal Government client requires the services of an AI Upskilling Consultant to explore responsible, equitable integration of AI tools to enhance service delivery, operational efficiency, and patron experience while maintaining transparency, accessibility, and ethical standards.

ROLE:

Our Client requires professional services to:

1. Evaluate current artificial intelligence (AI) market offerings relevant to the public sector;
2. Identify and assess AI solutions based on Client's use cases;
3. Conduct a return on investment (ROI) and cost-benefit analysis;
4. Develop a supporting AI upskilling and change management program for Client's staff. This initiative supports commitment to innovation, digital transformation, and inclusive access to technology.

DUTIES:

Needs Assessment & Use Case Identification

1. Engage stakeholders across departments to gather needs and pain points.
2. Define and prioritize AI-related use cases for public library environments (e.g., chatbots, content summarization, automation, language translation, predictive analytics).

AI Market Scan & Vendor Evaluation

1. Conduct an environmental scan of available AI solutions (commercial and open-source).
2. Evaluate vendors and platforms based on alignment with TPL needs, scalability, data privacy, ethics, accessibility, and integration capabilities.
3. Provide a comparative matrix and shortlist of top solutions.

ROI and Cost-Benefit Analysis

1. Conduct a quantitative and qualitative ROI and cost-benefit analysis of each recommended solution.
2. Include metrics on potential efficiencies, cost savings, service improvement, and risk mitigation.

Strategic Recommendation Report

1. Deliver a comprehensive report with actionable recommendations.
2. Prioritize initiatives based on impact, feasibility, and resource requirements.
3. Include timelines, dependencies, and implementation considerations.

AI Upskilling and Change Management Program

1. Design a customized upskilling strategy for TPL staff aligned with selected solutions.
2. Include training modules, learning pathways (technical and non-technical), delivery methods (e.g., workshops, e-learning), and knowledge assessment tools.
3. Recommend approaches for fostering AI literacy, adoption, and responsible use across the organization.
