Salary: Level 12 Step 1 ($142,291.50 annually)

Reporting to the Executive Director, the incumbent facilitates TH economic and resource development, with special focus on opportunities related to mining and other natural resource development initiatives, in accordance with the mandates of TH Council and the General Assembly, in order to promote the Nation's prosperity with respect to the development of natural resources within the Traditional Territory, and to ensure that TH interests are represented and advanced at regulatory hearings, consultations and other public forums. The incumbent works to ensure responsible mining, oil and gas, and other resource development by negotiating beneficial Project Agreements with development proponents, including those advanced by a TH Citizen. The incumbent works collaboratively with other TH Departments to research and assess potential opportunities, address challenges, develop strategies and positions, and negotiate exploration and comprehensive impact benefit agreements, and ensure the effective implementation of these agreements.

An Eligibility List may be established from this competition – the duration of the eligibility list may be up to 12 months. The eligibility list may be used to fill future permanent full-time, permanent part-time, temporary full-time, temporary part-time, term, or auxiliary on-call vacancies within the same department and classification based on the organizational needs by going the next highest ranked candidate until the eligibility list expires.

Essential Qualifications:

  • A post-secondary degree (preferably a Master's Degree or PhD) in business administration, commerce, economic development or a similar discipline, as well as extensive working experience (including in a Yukon First Nation environment) in economic development, procurement management/development, the mining, oil and gas industries (exploration, development, remediation, etc.), environmental assessment, negotiating or implementing Impact/Benefit Agreements and infrastructure project development or related field. An equivalent combination of education, knowledge, skills, and experience may be considered.
  • Strong working knowledge of Yukon Environmental and Socio-economic Assessment Board (YESAB) processes, Yukon Placer Mining Act and Yukon Quartz Mining Act.
  • Strong working knowledge of the TH Final Agreement, the TH Self-Government Agreement, the Final Agreement Implementation Plan, the Self-Government Implementation Plan, the TH Constitution, Program and Service Transfer Agreements and Financial Transfer Agreements.
  • A working knowledge of Dënezhu values and principles, and the social structure, traditions, language, and cultural values of the Tr’ondëk Hwëch’in.
  • Experience interpreting and applying legislation, regulations, directives, and policies.
  • Demonstrated experience in conducting intergovernmental negotiations.
  • Demonstrated experience in conducting research, analysis, and project management.
  • Strong conflict resolution, problem-solving, mediation, and negotiation skills.

  • Excellent planning, organizing, research, analytical, and critical review skills.
  • Excellent written and oral communication skills, with the ability to articulate ideas to both technical and non-technical audiences.
  • Strong ability to maintain high personal and professional standards when representing the TH Government.
  • Ability to establish and maintain effective and respectful working relationships with officials of other Indigenous and non-Indigenous governments and organizations in ways that reflect and uphold Dënezhu values and law.
