The Performance Measurement Unit in the Treasury Board Secretariat oversees and establishes the performance measurement practices and processes for the public service. Performance measurement is ongoing, long-term monitoring and reporting of accomplishments and progress toward pre-established outcomes. The performance measurement process supports resource allocation and policy decisions across departments.

Qualifications:
Essential:
- Formal post-secondary education in business, public administration, accounting, economics or related field or an equivalent combination of education, training and experience. MBA or Master’s level preferred
- Financial acumen with knowledge of the budget, estimates and reporting cycles and experience preparing the Supplement to the Estimates of Expenditure and annual report.
- Experience and expertise in a proven strategic management methodology e.x.) McKinsey 7S, results based management, balanced scorecards and demonstrated ability in developing effective strategic objectives and performance measures. Must also possess or develop knowledge in other strategic management methodologies, concepts and assessments such as SWOT/PESTEL, OKR, management by objective, PuMP, the Baldrige Excellence Framework and be able to compare and adapt from all.
- Experience with the decision-making processes of government, which may include policy development, strategic planning, analysis, budgeting and reporting
- Experience providing strategic advice to senior leaders and officials on politically sensitive issues
- Exceptional analytical skills, including the ability to maintain a corporate perspective on issues and develop recommendations with a full consideration of various alternatives.
- Strong verbal and written communication skills with experience managing internal and external stakeholder relationships
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
- Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future

Duties:
As a key member of the department’s management team, the Senior Advisor, Performance Measurement plays a pivotal role in advancing performance measurement across government. Reporting to the Executive Director, the Senior Advisor provides high-level strategic advice, leads the implementation of a government-wide performance measurement framework, and ensures alignment between strategic priorities and measurable outcomes.
This role oversees the work of senior staff and provides functional leadership to over 25 departmental performance leads. The Senior Advisor collaborates with senior executives, elected officials, and central agencies to integrate performance measurement into planning, budgeting, and reporting processes. As the functional deputy to the Executive Director, the incumbent may act on their behalf, requiring deep knowledge of government priorities, strong political acumen, and exceptional communication skills.
The Senior Advisor ensures quality assurance in key government documents, including Budget submissions and annual reports, and provides accurate, insightful analysis to Treasury Board and Cabinet. The role demands a high degree of judgment, analytical ability, and leadership in managing complex, cross-departmental initiatives. The incumbent also fosters collaborative relationships with internal and external stakeholders, including ministers, deputy ministers, Crown entities, and external consultants.
Ideal candidates will bring extensive knowledge of public sector financial management, strategic planning, and performance measurement. They will demonstrate strong leadership, communication, and organizational skills, and a commitment to continuous improvement and innovation in government operations.
