LOCATION: Hybrid Model*– when working onsite, you will report to the location of City Hall

SALARY GRADE: 6

HIRING SALARY RANGE: $100,277.00 - $112,812.00 per annum

MAXIMUM OF SALARY RANGE: $125,346.00 per annum

AREA OF RESPONSIBILITY:

Reports to the Manager, Banking and Investments, the Senior Advisor, Banking and Investments, will play a pivotal role in managing the City's investment portfolio, debt forecasting and issuance, providing strategic financial advice and fostering strong relationships both internally and externally. This position will ensure the City’s investments and debt management align with legislative frameworks, while also promoting collaboration and delivering exceptional customer service to stakeholders.

KEY RESPONSIBILITIES

INVESTMENT STRATEGY

  1. Develop and execute the City’s investment strategy in line with the City’s investment policy.
  2. Identify opportunities to recommend changes to the investment policy in response to evolving investment environments, market conditions, and legislative changes.
  3. Stay informed about all relevant laws, regulations, and mandates set by Federal, Provincial, or Municipal governments to ensure compliance and informed decision-making.
  4. Monitor a wide range of potential investments and evaluate them against current holdings, identifying relative value opportunities within the scope of the investment policy statement.
  5. Regularly assess and recommend portfolio adjustments, including ratings exposure, sector weights, and overall market exposure to align with investment objectives.

DEBT FORECAST AND DEBT ISSUANCE

  1. Develop comprehensive debt forecasts to support the City’s financial planning.
  2. Collaborate with external and upper-tier debt issuance parties to ensure the smooth and successful issuance of debt.
  3. Oversee debt service reporting to ensure accurate tracking and reporting of debt obligations.

CUSTOMER SERVICE

  1. Provide strategic and tactical financial advice to City staff, departmental clients, and other stakeholders, ensuring informed decision-making and sound financial management.
  2. Work closely with other leaders within the Finance division to ensure alignment and coordination of broader financial services across the organization.

RELATIONSHIP MANAGEMENT

  1. Build and maintain effective working relationships with senior leaders and key stakeholders across the City, ensuring a high level of client satisfaction.
  2. Cultivate and nurture collaborative relationships with internal and external partners, including banking service providers and investment advisors, to support the City's financial goals and investment objectives.

TEAMWORK AND COOPERATION

  1. Collaborate effectively within a team environment, leveraging diverse perspectives to achieve organizational goals.
  2. Demonstrate success in developing and implementing multi-faceted strategic plans that impact a variety of stakeholders.

SELECTION CRITERIA:

EDUCATION:

  1. Post-secondary degree in Finance, Economics, Business Administration, or a related field.
  2. CFA or CPA or MBA is required.

EXPERIENCE:

  1. 5-7 years progressive banking, cash and debt management experience preferably in both a public and unionized environment is an asset.
  2. Experience developing policies and procedures and ensuring compliance.
  3. Experience leading strategic change to meet organizational goals.
  4. Experience working with a large corporate Enterprise Resource Planning (ERP) system.

OTHER SKILLS AND ASSETS:

  1. Expert Knowledge of Municipal, Regional, Provincial and Federal Governments, applicable legislations and awareness of current social, economic and political priorities.
  2. Ability to prioritize highly complex tasks with critical deadlines.
  3. Develop financial models and valuation analysis to support investment decision.
  4. Ongoing monitoring of key drivers of credit and sectoral performance to identify potential risks and opportunities.
  5. Develop and share overall market valuation views supported by both macro-economic factors and technical drivers.
  6. Develop relationships with sell-side coverage and traders to support efficient execution of portfolio transactions, identify potential investment opportunities, and to develop ongoing market colour.
  7. Analysis of performance attribution reports.
  8. Assist in the preparation of investment proposals and presentations for internal and external stakeholders.
  9. Ensure compliance with internal policies and procedures, as well as regulatory requirements.
