Job description

Elevate your accounting career as a Senior Accounting Assistant with the City. This role offers the opportunity to apply your expertise to complex financial analysis and reporting for diverse programs like Grants in Lieu and Local Improvements. You'll provide essential support, training, and become a go-to resource for intricate financial inquiries, engaging with internal partners, government agencies and taxpayers.

Do you have excellent communication and problem solving skills? If so, consider joining us as a Senior Accounting Assistant working within the Special Purpose Accounting Team at the Assessment and Taxation branch.

What will you do?

  • Assist Supervisor with ongoing program review, information requests and calculations for corporate programs including:
    • Brownfield Grants program
    • Revolving Industrial Servicing Fund program
    • Integrated Infrastructure Cost Sharing Program
    • Downtown Construction Grant Program
    • Clean Energy Improvement Program
    • Detailed reporting and analysis of Community Revitalization Levy revenues and postbilling changes
    • Local Improvement Program
    • Special Taxes, etc.
  • Run ad-hoc reports to ensure grant-in-lieu and leased accounts are set up correctly, including: penalty exemptions, Grant in Lieu status, City Pays flag, and Grantor interest
  • Oversee mortgage administration, including generating and receiving updated listings for lending institutions, processing updates, and managing payments
  • Assist, prepare and review special tax searches and certificates
  • Liaise with Assessment Operations, City departments and government agencies in the resolution of issues related to leased, Grant in Lieu and various corporate grant program properties
  • Oversee the annual clearing and reconciliation of Local Improvement Payout suspense accounts
  • Ensure that local improvement charges are reallocated in a timely manner based on registered plans of subdivision according to the requirements set out in the legislation
  • Prepare soft close and year end cost center and account analyses for the Commutation (Payouts) of Local Improvements, Grants in Lieu of tax revenues, and the Allowance for Tax Sale Properties
  • Act as a representative in cross-functional meetings and working groups, as required, in relation to Special Purpose Accounting functions
  • Perform other duties as required
Qualifications

  • Successful completion of a recognized accounting diploma
  • 3 years of accounting experience, including preparation of reconciliations and analysis of accounts

Skills required for success:

  • Critical thinking skills to be able to properly apply analytical and conceptual skills
  • Must have the ability to communicate clearly, both verbally and in writing, to be able to explain complex matters to citizens, staff, and senior management
  • Knowledge of Municipal Government Act, Public Sector Accounting Standards, GAAP, City of Edmonton administrative policies and directives, City of Edmonton Bylaws and how they apply to accounting for tax revenues
  • Time Management skills to manage complex tasks under tight deadlines, while being able to shift
  • Proficient knowledge of computer-based financial systems, such as SAP, COBS, M5 and PeopleSoft
  • Advanced skills in using Google Applications (Docs, Sheets) and Microsoft Office Suite (Word, Excel) is required
  • Demonstrated leadership ability and strong customer focus and contribute as a positive team player in a customer focused service environment
  • Knowledge of accounting, administrative procedures and regulations
  • Interpersonal skills with ability to build relationships across departments and functions
  • Effective communication skills with courteous, positive problem solving
  • Strong attention to detail and focus on ensuring accuracy of work

Up to 1 permanent full-time position

Hours of Work: 33.75 hours per week. Monday-Friday.

Salary: $37.546 - $47.165(Hourly); $66,146.67 - $83,092.94 (Annually)

Salary ranges are in the process of being updated in accordance with the recently ratified collective agreement between the City and CSU 52 and will be forthcoming shortly.
