Job description

Do you have what it takes to combine your financial expertise with business acumen to provide financial advice and stewardship through excellence in financial analytics and business case support? Do you possess the skill set to ensure limited resources are prioritized and aligned to Corporate Strategy delivering the best value for each dollar?

Reporting to the Finance Manager, this position is responsible for delivering complex financial analytics and expert financial advice to support business decision making by clients within an assigned client portfolio.

What will you do?

  1. Provide financial advice and support to Operations by interpreting accounting data and developing strategies for multi-year operational budget proposals; conducting analysis of previous year's budget and accounting actuals, review of one time items and recommend course of action, conducting further analysis and providing guidance as needed.
  2. Conduct analysis of cost drivers and provide advice and recommendations to Operations identifying potential areas where financial issues may occur.
  3. Consult with Operations to determine requirements of the budget adjustment, validate need for change and identify if there are alternatives or other funding sources available.
  4. Initiate approval process, ensuring justification and support for the change is documented through budget adjustment working papers.
  5. Lead/manage analysis of data to support budget adjustments ensuring that any rate/fee changes are considered; conducting comparisons, benchmarking, forecasting, projections, recovery ratios and links to agreements are all part of the considerations.
  6. Perform budget consolidation and update information in the budgeting system; submit to Operations to prepare required supporting documentation.
  7. Provide recommendations and interpretation of analysis for business case and council reports as required.
  8. Perform financial evaluation on the portfolio assessments, providing detailed analysis and interpretation of overall costing.
  9. Business case development support to include the generation of reports and analysis to support or refute business case options.
  10. Support and assist in lifecycle costing for Infrastructure Services and Funding Strategies section.
  11. Contribute to the development of new corporate processes/procedures required as a result of system and organizational changes; champion business process changes on behalf of Financial Services.
  12. Liaison between client and centralized financial services.
  13. Perform related duties as required.
Qualifications

  1. A Degree in Accounting is required.
  2. Professional Accounting Designation (CPA, CA, CMA, CGA) is required.
  3. Minimum five (5) years of progressively responsible financial reporting experience, preferably within the public sector environment; in business case development and financial analytics, including operating financial planning and budgeting, as associated.

Skills required for success:

  1. Advanced Microsoft Excel skills and strong attention to detail are required.
  2. Significant knowledge and experience with SAP, Google Suite, COBS (Questica), and other related systems within the context of the work.
  3. Understanding of public sector accounting standards as directed by Chartered Professional Accountants of Canada Public Sector Handbook.
  4. Strong understanding of year-end accounting processes and experience with preparation of complex financial statements and reconciliations.
  5. Ability to adhere to established business practices, internal controls and policies within a large corporate environment.
  6. High level of analytical and conceptual skills to identify and resolve complex financial issues.
  7. Excellent written and verbal communication, customer service, time management, and prioritization skills and the aptitude to maintain working relationships with all levels of management and non-management personnel.
  8. Ability to direct, mentor, and coach those under your direct supervision.

Work Environment:

  1. Note: This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  2. The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Up to 1 temporary full-time position for up to 11 months

Hours of Work: 40 per week, Monday to Friday

Salary Range: $51.501 - $65.049 (Hourly)
