Under the direction of the Town Solicitor, the Screening Officer will be responsible for review and determination of disputed Administrative Monetary Penalty Notices related to municipal by-law enforcement and automated enforcement (i.e. Automated Speed Enforcement) infractions.

What can I expect to do in this role?

  • Independently conduct meetings/screenings (in person, video conference, and written) with members of the public to review Administrative Penalty (AP) Notices, reviewing evidence, and mediating and adjudicating issues and penalties within the Town’s AP process.
  • Exercise discretion when reviewing penalties, considering evidence, applicable by-laws, regulations and Acts (i.e. Statutory Powers and Procedures Act, Municipal Act, Highway Traffic Act).
  • Providing information to members of the public related to Penalty Notices, the AP process, traffic/parking by-laws, animal control, licensing, other municipal by-laws, and automated enforcement under the Highway Traffic Act, and policies of the Town.
  • Identify, apply and interpret applicable legislation, regulations, policies and procedures.
  • Preparing decisions and reports, and maintaining information, records and statistics relating to AP activities for monitoring performance, statistical analysis, or as required.
  • Managing conflict, maintaining decorum, and acting at all times with integrity and honesty to ensure procedural fairness.
  • Performing scheduling functions as required, utilizing online systems and databases.
  • Participating in and providing training as required.
  • Keeping up to date with municipal by-law enforcement and Automated Enforcement matters to conduct effective AMP processes.
  • Providing input into the Town’s AP policies and procedures.
  • Building and maintaining collaborative relationships with internal and external Collaborators.
  • Performing other duties as assigned.

How do I qualify?

  • Successful completion of a College Diploma in Paralegal Studies, Paralegal Court and Tribunal Agent Program, Police Foundations/Law Enforcement or related discipline or equivalent combination of education and experience.
  • A minimum of 5 years of court experience related to prosecution, procedures and giving evidence (i.e. Employed as a Prosecutor, By-law Enforcement, Police Officer or similar position) is required.
  • Demonstrated working knowledge of the Statutory Powers and Procedures Act, Highway Traffic Act, Traffic/Parking Animal Control By-law and Licensing By-laws, and other related Town by-laws and Provincial Statutes.
  • Must possess the ability to use discretion, tact and diplomacy to handle confrontational and potentially hostile situations.
  • Experience with conflict resolution and negotiating skills.
  • Strong organizational skills and a working knowledge of computer applications in a Windows environment (Excel, Word).
  • Must be a team player with excellent verbal and written communication skills.
  • The successful applicant will be required to provide the Corporation with a current satisfactory criminal record check dated within the last 30 days as a condition of employment.
