The Deputy Chief Financial Officer (DCFO) plays a key role in the stewardship of SHN’s financial resources and is directly responsible and accountable to the VP, Finance, Business Development & CFO and jointly accountable to the Senior Leadership Team (SLT) and Board for the fulfilment of all statutory duties of Treasurer, Controllership and Strategic Sourcing and Procurement. This includes the safekeeping of all assets and maintaining long-term financial obligations as outlined in various legislations and other various government reporting requirements. The DCFO acts as the CFO's primary backup assuming their responsibilities when needed; the DCFO plays a key role in ensuring the financial health and stability of the organization while providing strategic financial advice to leadership teams.
The DCFO provides sound, timely advice and data to the VP, Finance, Business Development & CFO, SLT and the Finance, Audit, Infrastructure and Technology Committee (FAIT) to use and influence the operational decision-making and strategy of Scarborough Health Network (SHN). The role requires an expert knowledge of performance and financial practices, theory and strategic oversight to maximize strategic flexibility in operations and ensure delivery of quality services in a constrained environment.
The DCFO is dedicated to transparently supporting the annual allocation of hospital financial resources, measurement of performance and financial reporting, responsible for the ongoing development and adaptation of the financial systems to respond to the changing funding environment, support the Hospital’s fiscal strategy and meet external reporting requirements and plays a key role assessing potential business investments, ventures and developing the associated financing strategy.
Specifically, the DCFO provides leadership to all departments regarding a robust and accountable framework for the organization in order to ensure performance and financial sustainability. This position is responsible for ensuring that initiatives are progressing, represent best practices, are aligned with the Strategic Plan and advance care. This position builds relationships within SHN and the broader community including other hospitals (locally, provincially, nationally), community stakeholders, Ontario Health, Ministry of Health and other outside agencies.
The Deputy CFO will establish strategic plans and provide effective leadership for Finance (Financial Planning and Analysis, General Accounting, Accounts Payable, Accounts Receivable, Payroll, Program Costing, External Affairs, Internal Audit) and Procurement (Sourcing, Purchasing, Logistics, Contract Management, Asset Stewardship) within the Corporate Service Division, ensuring that departments discharge responsibilities in an effective and efficient manner. This includes providing strategic and operational oversight of a diverse management team, underlying financial management services, fiscal and performance accountability, and evaluation / assignment of standard work.
The Deputy CFO will bring over ten years of senior management experience providing leadership and direction to a large, complex portfolio in an acute care, large community or teaching hospital. Direct experience in the management of the day-to-day functions of a finance department, including financial planning and budgets, public procurement, payroll and health information, broad knowledge and experience impacting operations is required. A Certified Public Accountant designation is required and a Master’s degree is preferred.
