Job Description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Safety and System Assurance Department is currently looking for a Safety Risk Management Specialist. This role is crucial for managing the organization's safety risks, ensuring the protection of employees, the public, passengers, and contractors. The specialist will enhance our ability to consistently identify risks and implement effective mitigation strategies, thereby improving safety and operational efficiency.

The Risk Management Specialist tracks the performance of safety actions over time, maintains a record of interventions versus outcomes for each safety risk, and over time, generates a register of actions that are most likely to produce safety value to prevent or mitigate specific safety risks or categories of safety events. By delivering on the Safety Risk Management Program, the Risk Management Specialist directly contributes to the achievement of the Metrolinx corporate safety strategic goals and objectives.

What will I be doing?

  1. Execute elements of the safety risk management framework and strategy to address safety risks within operational programs, engineering project deviations, and incident investigations. Ensure consistent understanding and application across all business units to enhance operational safety.
  2. Collaborate with business units and external stakeholders in applying safety risk management processes, standards, systems, and procedures in safety risk assessments, compliant with the Metrolinx Risk Management Maturity Model.
  3. Conduct and/or guide the conduct of quantitative and qualitative analysis of safety risks to identify high-priority safety risks.
  4. Develop and maintain Safety Risk models using historical data and risk analysis results to support data-driven decision-making.
  5. Analyze safety data to categorize, estimate, and prioritize safety risks affecting operational programs, including during incident investigations.
  6. Develop and maintain the Safety Risk Scorecard to define, quantify, and trend higher-priority risks, providing actionable insights for stakeholders and decision-makers.
  7. Deliver safety risk management guidance, training, and advice to build safety risk awareness and ensure consistent safety practices.
  8. Facilitate safety workshops to identify and address safety risks within operational programs and engineering projects.
  9. Recommend ways to maximize safety awareness and promote a positive safety culture.
  10. Support continuous safety improvement through standardized risk assessment and control practices aligned with Enterprise Risk Management.
  11. Collaborate with internal and external stakeholders on enterprise-wide safety risk management.

What Skills and Qualifications Do I Need?

  1. Degree in Risk Management, Engineering, Business Administration, Analytics, Statistics, or related field, or equivalent experience.
  2. Experience in safety risk management, assessments, and investigations. Knowledge of ISO 31000 is an asset.
  3. Proficiency in MS Office applications.
  4. Experience with Power BI, Python, R, SAS, JMP, or similar tools is an asset.
  5. Experience with risk modeling, spatial analysis tools like GIS is an asset.
  6. Experience with risk data collection, analysis, and reporting systems.
  7. Strong analytical, problem-solving, and project management skills.
  8. Certifications such as CAP, CPM, or CRM are assets.
  9. Effective communication skills, both oral and written.
  10. Active listening and flexibility to handle multiple tasks and urgent requests.
  11. Experience leading complex projects.
