Job description

The City of Edmonton is looking for a dynamic and detail-oriented Safe Mobility Analyst to join our team! In this role, you will play a key part in helping the City achieve its Vision Zero goal: zero traffic-related fatalities and serious injuries by 2032. You will be instrumental in analyzing traffic safety data, providing recommendations, and supporting the development of strategies to make Edmonton's streets safer for everyone. The work encompasses transportation and city-building efforts from across the corporation, as outlined in the Safe Mobility Strategy 2021-2025. As a Safe Mobility Analyst, you will be at the heart of the City's efforts to enhance traffic safety. You will analyze complex traffic safety data, identify trends, and recommend evidence-based solutions to support the Safe Mobility Strategy. Your work will involve collaborating with various teams, preparing technical reports, and contributing to the development of transportation and city-building strategies. This role offers the opportunity to make a real impact on the safety and livability of Edmonton.

What will you do?

  • Use specialized analytical knowledge and skills to identify, evaluate and diagnose trends in traffic safety, traffic flow and road user behaviour data, including collisions, traffic conflicts, volume, speed, violation and compliance data and public survey data, to support evidence-based decision making for the Safe Mobility Strategy related to engineering, enforcement, education, engagement and evaluation
  • Review and analyze safety data and traffic safety countermeasures through use of statistical methodologies, spatial and temporal reviews and analyses, and evaluation of data relationships, to identify trends and inform city-wide priority locations for implementing various countermeasures and actions, as part of transportation and city-building programs and projects
  • Independently, and with subject matter experts when required, identify realistic and actionable recommendations related to data/information and associated analysis to increase safety for road users of all mobility types, abilities, and ages and in all seasons.
  • Coordinate and collaborate with other analysts in the Safe Mobility section, who work on enforcement, education and engagement data analytics, to maximize the safety outcomes of Vision Zero programs, using a continuous improvement mindset and approach to provide recommendations and enhancements for Safe Mobility programs
  • Conduct and support Safe Mobility research projects, including:
    • Collaborating with post secondary institution partners on research projects, data forecasting/modeling and development of deployment scheduling tools and frameworks (for example, placement of permanent driver feedback signs)
    • Researching emerging technologies related to road safety engineering and compile reports and recommendations on applicability of these technologies in Edmonton
    • Working with Research and Policy Advisor to translate new and emerging research and industry trends into tangible actions and processes within the section
  • Contribute subject matter expertise and evidence-based input in writing technical reports and in the development and updates for corporate transportation guidelines, such as the Complete Street Design Guidelines, as well as supporting development of Council reports and policies, memos, financial reports, annual reports and other stakeholder documents
  • Actively contribute to sharing findings and results as applicable:
    • Evaluate, summarize, develop and deliver reports and presentations to internal and external stakeholders and partners including senior management
    • Develop and maintain internal and public facing dashboards and reporting tools
    • Work closely with Communications and Engagement staff to support communications plans with data and information to influence shared understanding and behaviour change
    • Provide summaries of results to support 311, Councillor and media inquiries
    • Work with internal stakeholders to disseminate information on the City websites, 311 scripts and other platforms
  • Other related duties as assigned
Qualifications

  • University degree where research, statistical analysis, and report writing was applied. Graduate degree would be an asset
  • Minimum of 4 years of analytical experience, including research and synthesizing information for decision-making purposes and report preparation
  • Proficient in Google Applications, Microsoft Office Suite, Tableau Software, SPSS and R, as well as other data visualization tools
  • Working knowledge of geospatial analytics and GIS applications such as Geomedia and ArcGIS

Assets:

  • Knowledge of engineering design and traffic safety countermeasures
  • Knowledge and experience in areas such as forecasting, modeling, and optimization
  • Knowledge of different traffic enforcement management techniques, tools and programs
  • Familiarity with video-based analysis and image processing
  • Knowledge of project management practices, tools and continuous improvement processes

Skills required for success:

  • Research and Analysis: Knowledge of research planning, design best practices and terminology, how to review and evaluate research studies, and working knowledge of procedures and methodologies related to analysis of qualitative and quantitative data as related to the work assigned
  • Technical Knowledge and Skills: Ability to understand complex and technical information, with demonstrated knowledge and skills in statistical analysis, gathering and consulting data and information, analyzing data and synthesizing evaluation findings and presenting information
  • Reporting and Communication: Demonstrated knowledge and ability in preparing presentation materials and developing a variety of reports, including public-facing reports, strategy papers, technical briefs, and other communication materials. Excellent written and verbal communication skills, with an ability to effectively communicate data and visualizations to technical and non-technical audiences
  • Process Thinking and Decision Making: Demonstrated ability for logical process thinking and to apply sound judgement, utilizing balanced perspective taking to prepare thoughtful recommendations to support operational decision making. Proposed solutions are imaginative, thorough, practical, legal, and politically sensitive to the issues of traffic safety
  • Teamwork and Collaboration: Strong interpersonal skills, fostering relationships, and working collaboratively and inclusively with diverse stakeholders

Conditions of Employment:

  • Hire is dependent on a Criminal Record Check satisfactory to the City of Edmonton, and there may be a cost associated with this requirement
