Job summary

The Senior Solution Designer role is based in Toronto with the Ontario public sector, delivering a modern online Registration and Permit Management System using Microsoft Dynamics CRM, MuleSoft, and Java/React. Qualifications

• At least 10 years designing, developing, implementing and maintaining large complex CRM systems (Siebel, Curam, or other COTS).
• At least 10 years of experience in J2EE integration with CRM systems.
• Experience delivering business architecture and system analysis.
• Hands-on with n-tier web applications, Unix, Shell scripting, Ant, Javascript, XML/XSD, XSL, and source control (Subversion or CVS).
• Experience with XSLT/XQuery/XPATH and XSLT IDEs for creating and debugging XSL.
• Experience designing detailed functional and technical requirements for new and existing solutions.

Responsibilities

• Define end-to-end solution design with emphasis on Registration/Permit workflows.
• Lead integration between public portal and CRM via MuleSoft.
• Architect data flows, security, performance, and scalability, aligned with standards.

Must Have skills:

• At least 10 years of experience in design, development, implementation and maintenance of large complex Oracle Siebel, IBM Curam, Dynamics or other COTS CRM systems.
• At least 10 years of experience in J2EE integration with other systems such as Oracle Siebel, IBM Curam, or other COTS systems.
• Demonstrated experience and knowledge in delivering business architecture, and business and system analysis
• Must have hands‑on experience with n-tier web-based applications, Unix, Shell Scripting, Ant script, Javascript, XML/XSD, XSL, HTML5 and source code management tools like Subversion or CVS.
• Execute tasks on XSLT/XQuery/XPATH and transformation capabilities, hands on experience with Oxygen XSLT IDE or any XSLT IDE for creating and debugging XSL
• Experience designing detailed functional and technical requirements for new and existing business solutions.

Description

• The Ontario Ministry of Environment, Conservation and Parks (MECP) Species at Risk Branch (SARB) is responsible for the administration and issuance of Registrations under the new Species Conservation Act (SCA), 2025.
• The Senior Solution Designer will provide senior-level technical leadership, solution architecture, and design guidance for the development and implementation of a modern online Registration and Permit Management System supporting both external/public users and internal Ministry staff.

The solution consists of:

• Microsoft Dynamics CRM as the back-office platform supporting Ministry staff and Registration/Permit business processes.
• MuleSoft as the middleware and integration layer between the back-office solution and external-facing applications and services.
• Java/React as the technology stack for the public-facing online portal.

• The Senior Solution Designer will be responsible for defining and maintaining the end-to‑end solution design, with particular emphasis on Registration and Permit workflows, integration between the public portal and Microsoft Dynamics CRM through MuleSoft, application architecture, data flows, security, performance, scalability, and alignment with enterprise architecture and technology standards.
• The position will work closely with business stakeholders, architects, developers, business analysts, product/project management, cybersecurity, infrastructure, testing, and vendor teams throughout the solution delivery lifecycle.
