Job description

The Ministry is seeking the services of one (1) Business Analyst, Level 3, to work as part of the Project Management & Program Delivery project team in collaboration with the core project team, solution delivery vendor(s), and other stakeholders as required.

Responsibilities include supporting design, implementation, and testing phases of projects; reporting progress regularly; leading or participating in solution development within MTO's Transportation Safety Division; conducting feasibility analysis, project scoping, and providing estimates; facilitating requirements planning and design sessions; analyzing and mapping current and future processes/data; developing requirements; reviewing technical documents; conducting walkthroughs; and knowledge transfer.

The role also involves delivering artefacts such as business cases, requirements, models, specifications, use cases, user stories, data models, prototypes, test plans, risks/issues, status reports, work plans, and supporting documentation for architecture and project interdependencies. Support to development and testing teams is required, including building/testing support, reviewing test strategies, managing defect logs, supporting end-user inquiries, defining test plans, and documenting risks.

Skill set requirements include knowledge of SDLC and methodologies (agile, waterfall, iterative), experience with UML, requirements documentation, investigating and estimating system applications in large environments, supporting legacy and modernization efforts, and familiarity with Public Sector architectures and policies. Strong analytical, problem-solving, communication, facilitation, and leadership skills are essential, along with experience in user experience design, digital standards, accessibility, and business process modeling.

Additional skills include expertise in modeling and methodologies, technical skills in mainframe and mid-tier environments, business analysis, communication, and subject matter knowledge of public sector services. Must have demonstrated experience with SDLC methodologies, stakeholder engagement, requirements analysis, and estimation capabilities.
