Job description

This is a hybrid work position - 3 days a week in any LRC location: Sault Ste. Marie, Sudbury, Guelph, Toronto, Peterborough.

To respond to the priorities of the Government of Ontario through the passage of Bill 5, Protect Ontario by Unleashing Our Economy Act 2025, the resource may be partially assigned to Bill 5 related projects or initiatives on an as-needed basis.

Responsibilities:

  1. Apply to both the process and the outcome of thinking out and specifying the overall structure, logical components, and the logical interrelationships of a solution, product, and/or service, ensuring compliance with Government of Ontario - IT Standards (GO-ITS).
  2. Define the structure and relationship among applications, including the identification of re-usable components, quality level metrics, the organization and layering of software, and the determination of interfaces.
  3. Develop, implement, and manage at least one cross-platform application in a large and distributed environment, monitor the whole system, understand all interactions between components on a given level of abstraction, and define limitations and requirements for source code.
  4. Define interactions between application packages, databases, and middleware systems.

General Skills:

  • Experience in the development and implementation of application architectures at the specified experience level.
  • Extensive experience with at least two different computing platforms, operating systems, environments, database technologies, programming languages, and communication protocols.
  • Experience with middleware and gateways; knowledge of performance considerations in different environments.
  • Experience in structured methodologies for the design, development, and implementation of applications.
  • Extensive experience in systems analysis and design in large systems environments.
  • Experience using development tools, CASE tools, information retrieval packages, and other software tools such as project management and business re-engineering software.
  • Experience with data and process modelling methodologies, techniques, and tools, including a working knowledge of metadata structures, repository functions, and data dictionaries.
  • Experience in developing enterprise architecture deliverables (e.g., models); awareness of emerging IT trends; excellent analytical, problem-solving, and decision-making skills; strong communication skills; interpersonal and negotiation skills.
  • A team player with a track record for meeting deadlines.

Desirable Skills:

  • Knowledge of object-oriented analysis and design techniques.
  • Proven ability and experience modelling current and future-state architectures.
  • Experience developing enterprise architecture deliverables based on Ontario Government methodologies.
  • Knowledge of Information Management principles, concepts, policies, and practices.
  • Experience in designing detailed functional and technical requirements for solutions.
  • Experience leading multi-tier application infrastructure design, documentation, and configuration.
  • Experience designing, developing, implementing, and maintaining large complex applications, workflows, and dynamic forms.

Skills, Experience, and Skill Set Requirements:

Options Analysis (50%)

  • Support and conduct options analysis according to OPS directives and GO-ITS.
  • Decompose and compose requirements to develop solution options using a modular architecture approach.
  • Produce conceptual models of solutions aligned with LRC Technology Roadmap, OPS TSA, and GO-IT standards.
  • Define end-to-end technical solutions considering current environment and constraints.
  • Assess business strategy, requirements, environment, and technology options to evaluate solutions.
  • Conduct cost-benefit analyses, feasibility studies, create briefing notes, and provide recommendations.
  • Lead solution options analysis and provide strategic, technical architecture expertise.
  • Analyze and define enterprise architecture requirements across the Land and Resources Sector.
  • Create conceptual architectures across enterprise domains.

Solutioning Experience (30%)

  • Provide expertise and leadership in IT architecture across various domains: business, technology, applications, security, and information.
  • Experience with solutioning based on a modular architecture, including API and data streaming integrations.
  • Create architecture for solutions ensuring alignment with LRC Technology Roadmap and enterprise approach.

Industry and OPS Standards (10%)

  • Knowledge of standards and trends like cloud computing, microservices, low/no code, cybersecurity, and emerging tech.
  • Deliverables include advice, analysis, architecture models, and maintaining the IT footprint of the Land and Resources Sector.

Communications (10%)

  • Effective stakeholder management and communication skills.
  • Ability to visualize and convey complex concepts to diverse audiences.
  • Experience with documentation, presentations, stakeholder engagement, facilitation, and negotiation skills.

Must Haves:

  • Experience decomposing and composing requirements for modular architecture solutions.
  • Conducting cost-benefit analyses and feasibility studies.
  • Ability to create conceptual architectures across enterprise domains.
  • Experience with API and data streaming design and implementation.
