About the job RQ08673 - Solutions Designer - Senior

The purpose of this RFS is to acquire one (1) Senior Solutions Designer (Lead Developer) for designing hosted technology solutions based on OPS service specifications, standards, policies, best practices, and cost models. The goal is to deliver applications hosted by LTC that meet business requirements and project/initiative deliverables.

The consultant will be responsible for gathering and translating business requirements and functional specifications into working, tested, and configurable components and applications.

The services and deliverables to be provided by the vendor include:

1. Leading Scrum agile development, acting as both a senior developer and a scrum master
2. Leading task planning, daily standups, iteration demos, and review meetings
3. Preparing and overseeing technical project plans, leading teams, determining project schedules, monitoring activities, initiating changes as needed, troubleshooting software issues, developing test plans, and communicating changes
4. Establishing and documenting build and deployment processes, creating build scripts, troubleshooting build issues, and advising deployment coordinators
5. Overseeing system requirements, assisting solutions architects, creating project artifacts, conducting application programming, coding, and testing
6. Creating documentation for business requirements and overseeing system development and operations documentation
7. Managing system integration, designing architectures, selecting tools and processes, identifying bottlenecks, and recommending improvements
8. Providing leadership in selecting reusable services and components, supporting design pattern adoption, and supporting ongoing support and procurement

Skills, Experience, and Skill Set Requirements

Senior Solutions Designer

Evaluation criteria:

Demonstrated experience with Microsoft technologies including:

• .NET framework, .NET core-based design, development, and testing
• Web front-end (HTML 5, CSS3, Angular, ASP.Net MVC Pattern), Web APIs, and web services design, development, and testing
• Azure Cloud development including PaaS and SQL services
• CI/CD pipeline setup and management
• Unit testing and test automation support
• Microservices and container-based platform development, delivery, and testing
• SQL, XML, MS web services, MS SQL Server (all supported versions), Windows 10, and Windows Server SK16, 2K19 environment

Technical Lead Experience

• Leading Scrum agile development, acting as senior developer and scrum master
