Responsibilities

Provide senior technical expertise, project leadership, and coordination of activities in the development, implementation, and maintenance of a diverse range of cost-effective I&IT solutions. Provide technical advice to clients and leverage OPS I&IT solutions and applications to meet program/service goals and objectives, ensuring efficiency.

General Skills

Provide specialized technical expertise in analyzing the design and architecture of systems solutions. Evaluate recommendations to ensure all solutions align with project goals. Define project objectives, program, and service delivery requirements. Lead analysis, development, and documentation of system designs. Oversee testing, integration, and implementation of systems solutions. Conduct feasibility studies and cost analyses, ensuring documentation. Manage projects throughout the SDLC, including planning, scheduling, resource estimation, and progress monitoring. Gather requirements, translate business documents into technical specifications, and lead development/support teams supporting databases and applications. Design and develop complex applications using relational and multi-dimensional databases. Provide post-implementation support as needed. Evaluate technical components in software/hardware acquisition. Recommend tools and standards to improve application development quality. Coach junior analysts on project development and acquisition processes.

• 10+ years of business analysis, including JAD sessions, UAT, and requirements gathering
• 10+ years in system testing and integration testing
• Understanding different systems and adapting to new technologies
• Experience in Quality Assurance: test plans, test cases, execution, and monitoring
• Requirement elicitation techniques: interviews, workshops, JAD facilitation
• Manual testing and test plan creation

Public Sector experience - 5%

• Knowledge of GO-IT Standards and Enterprise Architecture within RGDMS

AODA Experience - 5%

• Hands-on experience with AODA and WCAG 2.0 Level AA compliance principles

Must Haves:

• 10+ years in system analysis and design, preferably in large, complex settings
• Database modeling experience: logical, physical, conceptual
• SQL scripting proficiency
• Object-oriented programming experience
