Job Description:
Hwy 407 East Extensions
407 EDG and BBI entered into a Design-Build-Finance-Operate-Maintain (DBFOM) agreement with Infrastructure Ontario and the Ministry of Transportation of Ontario for the Highway 407 East Extensions Phase 1 and 2. Responsible for all aspects of the highway’s design, finance, construction, operations, and rehabilitation, the projects include extensions of approximately 22 km each, with additional connectors and interchanges, starting from 2016 for Phase 1 and 2018 for Phase 2.
As the Roadway Operations Manager, you will oversee resources to operate a safe and efficient highway system, including planning, scheduling, and executing maintenance activities. You will report to the CEO and ensure compliance with project standards and agreements.
Essential Duties and Responsibilities:
- Ensure compliance with all roadway operation agreements.
- Manage daily maintenance to meet quality standards and asset lifespan.
- Respond to incidents efficiently, ensuring safety for workers and motorists.
- Manage personnel including supervisors, foremen, mechanics, and road crews.
- Propose and oversee investments in equipment, personnel, and training.
- Prepare and control departmental budgets.
- Manage outsourced O&M contractors.
- Produce timely reports on maintenance operations.
- Develop maintenance and improvement plans for the roadway.
- Maintain policies and procedures for the department.
- Implement policies from Asset and Safety Managers and ensure compliance.
- Manage equipment specifications and procurement.
- Develop staff qualifications and ensure safety, environmental, and emergency response training.
- Supervise quality of work and propose improvements.
- Monitor inspection results and adjust processes accordingly.
- Promote safety, innovation, and efficiency within the department.
- Make staffing recommendations including hiring, training, and disciplinary actions.
- Manage maintenance activities, assets, and inventory tracking software.
- Monitor emergency response deployment and improve procedures.
- Maintain communication with MTO and emergency units.
- Ensure operational efficiency without compromising safety or other goals.
- Develop and update safety and emergency plans.
- Conduct safety audits and promote safety culture.
- Coordinate environmental compliance and incident reporting.
- Prepare winter maintenance plans and supervise winter operations.
- Track maintenance data for expenses and performance reporting.
- Perform other related duties as necessary.
Qualifications (Knowledge, Skills & Abilities):
Education & Experience:
- High school diploma or equivalent; some college or associate’s degree preferred.
- 7-10+ years in highway operations and maintenance, including planning and leadership.
- Knowledge of roadway maintenance practices, materials, and equipment.
- Class “D” CDL with Air Brake Endorsement or ability to obtain within 90 days.
- Knowledge of Ontario’s Employment Standards Act and OHSA.
- OSHA 10-hour construction outreach and First Aid/CPR training or ability to obtain.

- Strong leadership, decision-making, and problem-solving abilities.
- Proactive attitude and ability to manage multidisciplinary teams in a 24/7 environment.

- Proficiency in Microsoft Office and other PC-based software.
Work Environment & Physical Demands:
- Moderate to high noise levels around heavy machinery.
- Roadway travel required.
- Occasional lifting up to 50 pounds.
- Frequent standing, walking, and sitting for extended periods.
