DUTIES
Under the supervision of the Director, the Risk Manager is a collaborative resource to faculty, staff, and students for TRU’s operational and enterprise risk management programs, and insurance coverages.
- Provides guidance, tools and technology to support the enterprise-wide risk management processes at TRU
- Responsible for developing policies, procedures, and programs related to operational/insurable risk management throughout TRU in support of the university’s academic and administrative programs and initiatives
- Provides consultative advice on insurance-related matters liaises to senior university officials, faculty, staff and students, and liaises with various external parties including the Provincial University and College Insurance Protection Program (UCIPP), commercial insurers, brokers, adjusters, and outside legal services
- Responsible for oversight, training, and compliance with the university’s policy on Responsible Use of University Space (ADM 32-0) and the effective management and implementation of systems and procedures related to non-academic use of university space.
MAJOR RESPONSIBILITIES
Responsibility 1: ERM Program Support
- Builds collaborative working relationships with other university departments and other universities to create best practices in relation to Enterprise Risk Management (ERM)
- Takes personal accountability to maintain and enhance the University’s enterprise risk framework including supporting the processes and tools necessary to identify, evaluate, mitigate, and monitor the University's risk through the application of best practice ERM frameworks such as: ISO 31000: 2018
- Supports a robust (bottom-up, top-down) approach to emerging risk identification
- Provides qualitative and quantitative risk assessments for senior university administrators
- Independently initiates follow up on all action items and communications arising from the proceedings of ERM meetings
- Undertakes risk management training and holds seminars to embed ERM best practices into operational units
- Prepares risk management reports for the Board of Governor’s Audit Committee and/or the full Board of Governors
Responsibility 2: Risk Management /Insurance
- Coordinates renewal of the property, liability and accident benefit policies. Provides underwriting data and amends coverage as the University’s exposure to risk changes.
- Conducts independent analysis of contracts and agreements entered into by the University with respect to indemnity, insurance and other risk-related provisions, reviews certificates of insurance, and makes recommendations for mitigating contractual liability and risk
- Provides consultative advice to the University community on all insurance-related matters
- Takes initiative to research, prepare analysis, evaluate and provide recommendations to university administration, faculty, staff and student groups about significant exposures to loss (off-campus activities, alcohol liability, occupier’s liability, coverage for volunteers, etc.)
- Develops and delivers effective presentations to University community on Risk Management issues
- Manages University certificates of insurance
- Maintains and regularly updates the content on Risk Management web pages
Responsibility 3: Incident Management and Reporting
- Tracks incidents (of potential liability) and analyzing incidents for legal liability trends
- Recommends corrective actions
- Coordinates an interdisciplinary and multi departmental analysis when negative events occur
- Provides a statistical analysis of incidents to report to the University’s Finance and Audit Committee
Responsibility 4: Manage Operations, Policy & Procedure, and Compliance – Responsible Use of University Space
- Develops strategies and procedures and integrates policy decisions regarding the effective use of university space outside of the academic class schedule as well as postering initiatives on campus.
- Responsible for minimizing adverse risk and liability by providing education and ensuring compliance with the Use of University Space Policy, university Postering Procedures, Animals/Pets on Campus, and other policies and procedures related to the reservation and use of university space outside of the regular academic schedule.
- In consultation with relevant University offices, develops the booking system(s) for temporary use of space and oversees its implementation and management.
- Oversee temporary use of outdoor campus spaces for events, research and teaching activities, art installations, film shoots, etc. (with the exception of sport fields under the control of Athletics)
- Develops and conducts appropriate training and provides ongoing direction to staff across the University who have operational roles/responsibilities for event and conference planning on campus.

QUALIFICATIONS
REQUIRED KNOWLEDGE/SKILLS
Educational/Work Experience:
- Bachelor's degree in related field
- Pursuing a Canadian Risk Management (CRM), or similar insurance/risk management designation
- Three (3) – five (5) years of progressive risk management or commercial insurance company experience
Required Knowledge:
- Strong knowledge risk management principles and guidelines (e.g., ISO: 31000-2018)
- Excellent analytical, decision making and planning skills
- Excellent written/oral communication skills, and the ability to deliver sensitive information tactfully and professionally
- Demonstrated ability to effectively present information and respond to questions from management, staff and the general public
- Demonstrated experience collaborating and working effectively with broad constituent groups and/or teams
- Demonstrated ability to work effectively with people of diverse backgrounds and perspectives
- Demonstrated ability to maintain high moral and ethical standards
- Demonstrated ability to manage multiple competing projects and deadlines
Preferred Qualifications:
- Experience in a higher education or broader public sector
- Experience with a compliance program, internal controls, and/or policy writing
