Residential Care Manager - Harmony Haven (Finance)


The Department of Public Social Services (DPSS), Children's Services Division (CSD), is seeking to fill two Residential Care Manager positions. These positions are assigned to Harmony Haven Children and Youth Center in Beaumont.

One position follows a 4/10 schedule: Monday through Thursday, from 2 PM to 1 AM.

The second position follows a 3/12 schedule: Saturday through Monday, from 7 AM to 7 PM, plus a floating four-hour shift each week (Tuesday through Friday) at a time determined by the employee and their manager. Residential Care Managers are also on call in the event they are required to respond to an emergency.

All applicants for positions at Harmony Haven Children's and Youth Center must meet the age requirement of at least 21 years of age as required by the Transitional Shelter Care Facility Operating Standards by the California Department of Social Services. Applicants who are under 21 years of age are not eligible for positions within Harmony Haven.

The Residential Care Manager will oversee the operations of Harmony Haven, a temporary shelter for foster youth. The Residential Care Manager will report to a Deputy Director of Public Social Services and will have full responsibility and accountability for managing the services of an assigned district or specialized unit.

The ideal candidate is an effective leader, mentor, and strong communicator with a relentless drive and vision for organizational change management. The candidate will have a history of progressive experience towards management and taking teams to the next level. The candidate will also have extensive knowledge of child welfare programs and industry best practices to achieve process improvements. Candidates with previous residential care experience are highly desired but not required.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution.

Responsibilities:

  1. Plan, organize, direct, and coordinate through subordinate supervisors all social service activities within Harmony Haven Children and Youth Center.
  2. Assess, implement, and evaluate new service initiatives and County programs.
  3. Responsible for the development, implementation, and training of program policies and procedures.
  4. Evaluate policies and procedures for effectiveness and consistency with department goals and standards.
  5. Provide consultation and guidance to subordinates on unusual, sensitive, or complex case problems.
  6. Maintain up-to-date electronic records of all aspects of the children and youth in a centralized database.
  7. Assist in preparing budget estimates and justification, monitor expenditures, and maintain cost controls.
  8. Keep abreast of local, state, federal, and other regulatory agency laws, rules, regulations, policies and procedures to ensure compliance.
  9. Drive frequent, long distances away from the home office to conduct field visits.
  10. Participate and assist in life-saving measures such as First Aid, Narcan, and Defibrillator.
  11. Represent the County, Department, or Agency in state and/or County-wide committees, conferences, meetings, or training.
  12. Foster subordinate supervisory and employee development through performance appraisals and constructive feedback.

Minimum Requirements:

OPTION I

Education: Graduation from an accredited college or university with a bachelor's degree in social welfare, social or behavioral sciences, social/human services, counseling, or a closely related field to the assignment. (A master's degree from an accredited college or university is preferred.)

Experience: Three years of supervisory experience in direct care services in a public or private agency.

OPTION II

Education: Graduation from an accredited college or university with a bachelor's degree in social welfare, social or behavioral sciences, social/human services, counseling, or a closely related field to the assignment. (A master's degree from an accredited college or university is preferred.)

Experience: Two years equivalent to the County of Riverside Social Services Supervisor II.

OPTION III

Education: Graduation from an accredited college or university with a bachelor's degree in social welfare, social or behavioral sciences, social/human services, counseling, or a closely related field to the assignment. (A master's degree from an accredited college or university is preferred.)

Experience: Two years of performing duties equivalent to a County of Riverside Residential Care Supervisor.

ALL OPTIONS

Knowledge of: Laws, regulations and policies governing a public social service agency; principles of public administration and personnel management as they apply to the operation of social service programs.

Ability to: Plan, organize and manage the work of a large social service staff in an assigned geographical district; analyze service delivery and administrative problems; generate and evaluate alternatives, reach practical conclusions, formulate recommendations, and institute effective solutions.

Other Requirements:

License: Possession of a valid California Driver's License.

First Aid and CPR certifications are required within one month of hire and must be maintained throughout employment.

Criminal Record: No felony convictions for positions within the Department of Public Social Services, Children's Services Division.
