Job summary

The City of Toronto is seeking a Research Analyst to support the Asset Management unit within the Planning, Design and Management Section of Transportation Services. You will research, collect and analyze data for asset inventories, road classifications, and environmental compliance, and help prepare reports and briefing materials.

You will work in a hybrid model, travel between City locations as needed, and use TS Viewer, iView and GIS tools to monitor infrastructure assets and develop

Location and Shift Information: Selected candidate may be working in a hybrid work model (i.e. Office and Outdoors), must be able to travel between locations throughout the City of Toronto.

This position is within the Asset Management unit with the Planning, Design and Management Section of the Transportation Services Division. The section provides central management and oversight of planning, development, environmental compliance, and budget coordination for projects, programs and infrastructure assets that make up Toronto's street network.

Reporting to the Manager and Supervisory staff, the Research Analysts will research, compile, analyze and report on data and information necessary to support asset management activities that the Asset Management unit is responsible for, including:

• Establishing, maintaining and managing inventories for transportation infrastructure assets, including roads, bridges, sidewalks, culverts, retaining walls, guiderails and crash systems, and green infrastructure, including attributes and conditions, environmental requirements, and state of good repair maintenance and capital programs.
• Maintaining the City’s Road Classification System including the classification of public roads, laneways and walkways and activities to enhance the system.
• Undertaking activities for the permanent closure of public roads, laneways and walkway in accordance with the Toronto Municipal Code 213 Real Property and other applicable process, policies and guidelines.
• Oversight of environmental requirements associated with the acquisition, conveyance, operation and maintenance of transportation infrastructure assets, ensuring compliance with applicable legislation, City policies, and environmental approvals.

.Major Responsibilities:

• Collects, analyzes, monitors, evaluates, and interprets data and information from transportation asset management systems, databases, programs and projects.
• Maintains and archives Inspection reports and photos related to routine Inspection of Transportation assets and conducts research and compiles reports.
• Summarizes and reports data and findings by preparing maps, tables, charts, diagrams and graphics.
• Conducts research on asset management and/or road safety related topics including developments in the field, corporate policies and practices, legislation and initiatives from other levels of government.
• Develops, maintains, modifies, geospatial and relational databases, and conducts geospatial analysis.
• Identifies and monitors information on Transportation infrastructure assets, programs and services to forecast problematic areas, risks and needs.
• Maintains communication withvariousCity groups for any asset condition information, rehabilitation initiatives of Transportation assets and asset management activities.
• Uses electronic systems such as TS Viewer, T.O.INview, iView and related software in reviewing planned projects and works directly with staff who program/plan locations.
• Prepares briefing notes, abstracts, report summaries and presentation materials using a range of analytical techniques such as spatial, statistical, economic, technical and historical data.
• Collects indexes/catalogues and files, updates, modifies and develops computerized reference system.
• Attends meetings with staff (internal and external stakeholders); networks with other Divisions, Departments agencies and participates in problem solving. Prepares meeting notes and minutes.
• Coordinates and assist in investigations, studies and surveys performed by staff and consultants.
• Provides research support and prepares background material to address inquiries from other Divisional staff, Councillors, members of the public, consultants and special interest groups on all aspects of Divisional programs and services; documents findings, supporting data, recommendations and theories; circulates data throughout Division.
• Assists with administrative support and operational duties within the section as required.
• Conducts research on topics related to work processes, integrated processes, and identifying functional area roles and responsibilities.

Key Qualifications:
Your application must describe your qualifications as they relate to:

• Post-secondary education in Civil Technology, Municipal Infrastructure Transportation, Urban studies, Planning or an approved equivalent combination of education and experience.
• Considerable experience in research, data collection, analysis, interpretation of data and writing summaries.
• Considerable experience using GIS (Graphic Information System) and mapping including ARCGIS, Microsoft Virtual Earth or equivalent software.
• Considerable experience with the use of computers, database manipulation, spreadsheets and word processing using Microsoft Office Suite (e.g. Excel, Access, Word and Power Point, Visio).

You must also have:

• Ability to research, analyze, interpret and present quantitative and qualitative information on municipal maintenance requirements and/or municipal asset management.
• Ability to prepare reports from a variety of data sources.
• Ability to work individually and in a team environment.
• Knowledge of green infrastructure or natural asset management.
• Knowledge of relevant regulations, legislation and policies related to the position, such as minimum maintenance standards, the City of Toronto Act and Occupational Health & Safety Act.
• Familiarity with developing ArcGIS Storyboards, Dashboards and working with multiple interconnected GIS databases.
• Knowledge of emerging analytical technologies, including artificial intelligence-assisted tools, to improve data processing, research, reporting, trend analysis and operational efficiencies.
• Ability to conduct research and compile data summaries related to Transportation Services using related databases such as TS Viewer, T.O.INview, iView and related software.
• Strong analytical and problem-solving skills in combination with ability to perform duties under minimal supervision.
• Excellent organizational skills, including ability to take initiative, work under time constraints and meet deadlines.
• Excellent interpersonal and communication skills to work cooperatively and professionally with the public and City staff at all levels, and present research findings.
• Must have the ability to travel between locations throughout the City of Toronto.
• Possession of a valid class G Province of Ontario Driver's License and ability to obtain a City of Toronto Drivers Permit if required.
