Job summary

Milton Hydro Distribution Inc. is seeking a Regulatory & Revenue Specialist to support regulatory accounting, reporting obligations, and rate applications. The role collaborates across departments to ensure compliance and accurate regulatory filings.

The ideal candidate will have a CPA designation and strong accounting/analytical capability, with preference for experience in regulated utilities. The position offers competitive compensation and comprehensive benefits.

Qualifications

  • Solid working knowledge of accounting principles (IFRS) and regulatory concepts.
  • Experience with regulatory accounting and reporting is advantageous.
  • CPA designation or pursuit is preferred.

Responsibilities

  • Perform regulatory accounting activities, including analysis and reconciliation of deferral and variance accounts, energy and distribution revenues, and other regulatory balances.
  • Validate the accuracy of the monthly IESO invoice and complete monthly settlement related claims.
  • Conduct statistical and trend analysis on billing data to identify anomalies and explain drivers.
  • Support rate applications, filings, and stakeholder inquiries.
  • Assist in annual budget, quarterly forecasts and 5-year projections.

Job description

SALARY:$80,000 - $105,000

POSITION SUMMARY

The Regulatory & Revenue Specialist plays a key role in supporting Milton Hydro’s regulatory accounting and financial reporting obligations. Reporting to Manager, Regulatory Affairs, the incumbent is responsible for regulatory accounting, analysis, reporting, wholesale/retail settlement support, and supporting the preparation of OEB filings and rate applications. Working collaboratively across the organization, the successful candidate will help ensure regulatory compliance and contribute to the achievement of corporate objectives.

Candidates who hold a CPA designation and possess strong accounting and analytical capability, but who have not previously worked in a regulated utility, are encouraged to apply.

KEY DUTIES
  • Perform regulatory accounting activities, including analysis and reconciliation of deferral and variance accounts, energy and distribution revenues, and other regulatory balances.
  • Validate the accuracy of the monthly IESO invoice and complete monthly settlement related claims with the Independent Electricity System Operator.
  • Perform statistical and trend analysis on billing journal and General Ledger (GL) transaction data - including year-over-year, month-over-month, budget, forecast and weather-normalized variance analysis - to identify anomalies and explain the drivers behind results.
  • Support rate applications, RRR filings, other regulatory proceedings and stakeholder inquiries.
  • Assist in the preparation of annual distribution revenue budgets, quarterly forecasts and 5-year forecasts.
  • Monitor regulatory developments, assess impacts to the organization, and provide recommendations to support compliance and informed decision-making.
  • Collaborate with internal departments to ensure the accurate implementation of regulatory requirements, approved rates, and business processes.
  • Maintain regulatory documentation, records, controls, and reporting processes to ensure ongoing compliance.
  • Participate in special projects and perform other duties as assigned.
SKILLS AND ABILITIES
  • Strong analytical and statistical skills, including the ability to work with large volumes of data to identify trends, errors and anomalies
  • Advanced MS Excel skills, including pivot tables, statistical functions and large dataset handling; proficiency with the balance of MS Office
  • Advanced ability to read, interpret and apply complex documents, such as regulatory decisions, tariffs, contracts and policy guidance
  • Advanced time management skills and the ability to prioritize responsibilities
  • Advanced problem-solving skills
  • Demonstrated ability to review existing processes and implement improvements to their efficiency and control
  • Experience querying and analyzing data from a CIS, ERP or General Ledger system considered an asset
KNOWLEDGE
  • Solid working knowledge of accounting principles, procedures and practices, including IFRS
  • Knowledge of IESO and OEB rules, codes and regulations, including acts and filings, and of OEB accounting, is considered an asset; training and support will be provided
EXPERIENCE AND EDUCATION
  • Bachelor’s degree in Business/Accounting or related discipline
  • Professional Accounting Designation, CPA
  • Minimum 3 years in accounting/financial analysis role
  • Experience in a regulated industry is considered an asset
