The Alberta Electric System Operator (AESO) is responsible for the safe, reliable, and economic planning and operation of the Alberta Interconnected Electric System. We provide open and non-discriminatory access to Alberta’s interconnected power grid and also facilitate Alberta’s competitive wholesale electricity market. Job Description

The Regulatory and Transmission Services Team provides regulatory, mapping and cost support to connection and system projects. As stewards of the AESO connection and system processes, we produce and maintain process documentation and tools. We manage change across the Grid Reliability Projects and Planning department and always strive for efficiency. We also lead the implementation of the ISO Tariff, and new or modified rules and regulations in applicable AESO processes.

Reporting to the Manager, Regulatory and Transmission Services, the Regulatory Analyst is accountable for preparing needs approval applications that comply with the applicable rules, regulations and AESO’s business practices. As key members of the cross-functional project team, the Regulatory Analyst provides regulatory interpretation and advice, reviews technical documents, and supports the AESO’s stakeholder engagement programs from project initiation through to regulatory approval.

While preparing an application, the Regulatory Analyst will review technical supporting materials, and work with project teams to ensure these materials meet regulatory requirements and AESO business practices. For applications that are before the AUC for approval, the Regulatory Analyst will collaborate with technical teams to prepare proceeding and hearing submissions that support the application and that respond to AUC and intervener requests.

At the AESO, projects are executed in a matrix structure, and the Regulatory Analyst is assigned to multiple project execution teams. The position coordinates cross functionally with other technical specialists within the Grid Reliability business unit, including project management and engineering disciplines, and is also engaged with team members in business groups that specialize in tariffs, forecasting, legal, and stakeholder relations. This role also communicates with external parties, such as TFOs, DFOs, Market Participants and other stakeholders.

Accountabilities include but are not limited to:

• Completing a regulatory assessment and determining the appropriate application filing type for each project
• Preparing needs approval applications for Connection projects.
• Reviewing and evaluating supporting technical materials to ensure compliance with AUC and ISO rules, regulations and AESO’s business practices.
• Collaborating with subject matter experts to enhance the quality and presentation of application inputs to ensure accuracy, completeness and compliance.
• Supporting PIPs for System and Connection projects.
• Developing and maintaining a clear understanding of the Alberta regulatory framework for electricity transmission projects.
• Monitoring and assessing the impact of any regulatory changes to applicable AESO processes and procedures.
• Reviewing AUC decisions and analyzing the impact on existing and future applications. Adapting regulatory application content accordingly.
• Performing regulatory risk assessments including proposing suitable controls and mitigation strategies to the identified risks.
• Preparing, maintaining and refining templates in adherence with established AESO processes.
• Delivering high-quality documentation while maintaining project delivery schedules.
• Assisting and supporting in the development and/ or revisions to ISO rules, business practices and other Transmission policy and regulations.
• Supporting and contributing to change and process initiatives.
  
  

What you’ll bring to us:

• Bachelor’s degree (Engineering, Science, Law, Business, or other related fields). Graduate degree will be considered an asset.
• 2-4 years of hands-on regulatory experience; preferably in the electricity and power sector.
• Previous exposure to to the Alberta electricity industry, legislation and regulatory structure.
• Demonstrated project management skills. Ability to prioritize, multi-task and manage multiple projects concurrently, meet defined time lines, with conscientious attention to detail.
• Able to demonstrate previous experience with collecting, analyzing and evaluating complex information, and drawing logical conclusions.
• Ability to identify risks and arrive at mitigation strategies and solutions to the risks.
• Demonstrated capacity for technical understanding and willingness to develop a strong understanding of power systems engineering studies and reports, including probabalistic congestion assessments.
• Experience with technical writing that conveys intended messages with clarity and precision.
