Job summary

Defence Construction Canada (DCC) seeks an experienced contract management leader to oversee regional delivery of contract management and technical services for a large P3 program. You will provide strategic leadership, oversee change and risk management, and guide client-partner relationships across NSR.

The role emphasizes leadership, project delivery expertise, quality control, and continuous improvement, with travel within the NSR and engagement with national service lines and industry

Qualifications

  • Experience in contract management within construction, infrastructure, engineering, or facilities environments.
  • Experience managing complex contracts, claims, disputes, and contractual risk.
  • Construction project delivery and procurement practices.
  • Quality management and compliance programs.
  • Health and safety management and industrial security requirements.
  • Leading teams and mentoring technical professionals.
  • Building relationships with clients, contractors, consultants, and stakeholders.
  • Supporting organizational change and continuous improvement initiatives.

Responsibilities

  • Lead regional service delivery and contract management across the program.
  • Provide contract management authority and oversight for complex construction, professional services, facilities maintenance, energy performance, maintenance services, and P3 contracts.
  • Support contract administration activities including change management, claims management, dispute resolution, risk management, financial management, and schedule management.
  • Provide strategic advice and guidance to senior Client-Partners and stakeholders.
  • Support litigation matters and communications with sureties and insurers related to contract issues.
  • Guide project teams on contract management best practices and service delivery standards.
  • Oversee construction technical services including commissioning, operational health and safety, and industrial security.
  • Lead regional quality management activities and quality verifications.
  • Monitor service delivery standards and ensure compliance with corporate policies, procedures, and Client-Partner requirements.
  • Identify, assess, and manage service line risks and report on mitigation strategies.
  • Support the development and implementation of quality improvement initiatives.
  • Ensure regional service delivery achieves established performance indicators.
  • Deliver service line training and manage regional training initiatives.
  • Support the development and implementation of national service line programs, policies, and procedures.
  • Contribute to budgeting, business planning, and resource allocation activities.
  • Prepare presentations and represent DCC at internal, Client-Partner, and industry events.
  • Lead regional service line initiatives and continuous improvement activities.
  • Promote knowledge sharing and consistent application of contract management practices.
  • Build and maintain strong relationships with Client-Partners, industry representatives, stakeholders, and internal teams.
  • Support communication and collaboration between regional and national service line leaders.
  • Provide technical guidance and functional leadership to employees and project teams.
  • Coach, mentor, and develop team members.
  • May supervise employees and manage performance, workload planning, and resource allocation.
  • Support recruitment activities, including evaluating the technical capabilities of candidates.
