This position is based in Latin America (Bolivia, Guatemala or Colombia) and is open to candidates already living there.

The opportunity

Reporting to CECI’s Regional Director in Latin America, the position of Regional Program Development Officer is a new role created to stimulate and accelerate the implementation of innovative and high-impact programs in the region. Aligned with CECI’s theory of change as well as its geographic and thematic priorities, the Program Officer will be part of a global program development team distributed across Africa, Asia, Canada, Haiti, and Latin America. To diversify regional funding sources, he-she will work closely with CECI colleagues from various regions.

Key responsibilities:

Provide technical support in the development and implementation of an integrated program development and funding strategy, aligned with CECI’s theory of change and long-term impact priorities in the Latin America region.

  • Conduct strategic monitoring of funding trends in Latin America and globally, analyze their implications for the region, and advise leadership on the most effective approaches.
  • Contribute to identifying innovative and promising program models that are ready to be developed or scaled up.
  • Support the regional leadership in defining a clear value proposition and strategically positioning CECI as a preferred partner among donors in the region.

Proposal Development:

To support the diversification of funding sources in the region, the officer will actively explore alternative channels beyond traditional grants (including partnerships with the private sector, individual donors, and impact investing). The objective is to build a diversified funding portfolio in order to reduce risk. The officer will conduct in-depth strategic intelligence, combining proactive research with ongoing analysis of the funding ecosystem, to ensure that CECI remains informed of all relevant opportunities, both regional and global.

  • Coordinates “Go/No-Go” decision-making processes to ensure a rigorous approach to program development.
  • Oversees the preparation of strong proposals aligned with strategic priorities, by coordinating teams, mobilized resources, and donor requirements.
  • Supports the management of local consultant contracts related to proposal development.

And if you have :

  • Master’s degree (M.Sc.) in economics, finance, business administration, or a related field.
  • Proven experience in program development in Latin America, with a strong network and excellent understanding of the local donor ecosystem.
  • Expertise in innovative and non-traditional financing for nonprofit organizations.
  • Significant experience in business development and fundraising within the nonprofit sector.
  • Demonstrated success in securing substantial funding for international NGOs, particularly from foundations, multilateral agencies, and bilateral donors (excluding Global Affairs Canada).
  • Fluency in Spanish; proficiency in English or French is considered an asset.
