Job description

Regional Manager – Engineering Operations and Business Development

North York

ART Engineering Inc. is seeking an experienced and motivated professional to lead the growth and development of our North York (Greater Toronto Area) office.

This is a senior leadership position focused primarily on office management, employee development, client relationships, recruitment, and business development. The successful candidate will be responsible for strengthening the existing team, expanding the office’s capabilities, and growing ART Engineering’s presence within the local market.

While this is not intended to be a primarily technical or project-delivery role, the successful candidate must have a strong technical or engineering background. This experience will allow them to effectively mentor employees, support technical training, evaluate staff capabilities, understand client needs, and represent ART Engineering’s full range of engineering and consulting services.

The Regional Manager will work closely with ART Engineering’s senior leadership, technical managers, and other regional offices to support company-wide growth and ensure the local office operates effectively and consistently with the company’s values and standards.

Key Responsibilities
Office Leadership and Management
  • Provide day-to-day leadership and oversight of the regional office.
  • Manage, support, and develop the existing team of junior, intermediate, and senior engineering staff.
  • Promote a positive, collaborative, and accountable workplace culture.
  • Establish clear expectations for employee performance, communication, workload management, and professional conduct.
  • Coordinate with company leadership and technical managers to ensure the office has the resources and support required to succeed.
  • Monitor staffing levels, workload, utilization, and operational needs.
  • Support the implementation of company policies, procedures, quality standards, and strategic initiatives.
  • Identify and address operational challenges affecting the office or its employees.
Employee Training and Development
  • Mentor employees and support their ongoing technical and professional development.
  • Help identify individual and team training needs.
  • Assist with the preparation and implementation of employee development plans.
  • Support the onboarding and integration of new employees.
  • Provide practical guidance to junior and intermediate staff based on the candidate’s engineering and industry experience.
  • Coordinate technical training with subject-matter experts and managers across ART Engineering.
  • Help employees develop stronger project management, communication, client-service, and leadership skills.
  • Support employees pursuing professional licensing, increased responsibilities, and career advancement.
  • Participate in employee performance reviews and provide constructive, practical feedback.
Recruitment and Team Growth
  • Develop and execute a staffing strategy to support the growth of the regional office.
  • Identify current and future staffing needs based on business opportunities and projected workloads.
  • Lead or support the recruitment, interviewing, and selection of engineering and technical personnel.
  • Evaluate candidates based on technical ability, experience, communication skills, and cultural fit.
  • Build relationships with universities, colleges, professional organizations, recruiters, and industry contacts.
  • Help establish a strong local talent pipeline.
  • Support employee retention by creating meaningful development opportunities and a positive working environment.
Business Development and Market Growth
  • Identify and pursue new business opportunities within the region.
  • Develop and maintain relationships with existing and prospective clients.
  • Represent ART Engineering at client meetings, industry events, conferences, and networking opportunities.
  • Promote ART Engineering’s full range of services rather than focusing on a single technical discipline or market sector.
  • Work with internal technical leaders to match client needs with the appropriate services and expertise.
  • Assist with proposal strategy, scope development, fee preparation, and client presentations.
  • Track market activity, upcoming projects, client needs, and competitor activity.
  • Develop strategies to expand ART Engineering’s presence in underserved or emerging markets.
  • Support cross-selling opportunities between ART Engineering’s offices, departments, and service groups.
  • Maintain regular communication with clients and help ensure they receive responsive and consistent service.
Technical and Professional Leadership
  • Apply engineering knowledge and industry experience to support staff development, business growth, and informed decision-making.
  • Provide high-level technical guidance to employees when appropriate.
  • Help employees understand industry standards, construction practices, project risks, and client expectations.
  • Assist in identifying when specialized technical support or senior review is required.
  • Promote consistent engineering practices, professional judgment, quality control, and risk management.
  • Support technical managers and project leads without replacing their responsibility for detailed design, engineering review, or project delivery.
  • Participate in technical discussions with clients where engineering credibility and practical experience are beneficial.
  • Help assess the technical capabilities and development needs of current and prospective employees.
Qualifications
  • Bachelor’s degree in civil, structural, construction, or a related engineering discipline.
  • Significant experience within an engineering consulting, construction, infrastructure, or related professional-services environment.
  • Demonstrated experience managing, mentoring, or developing engineering and technical employees.
  • Strong understanding of engineering project delivery, construction practices, and professional consulting services.
  • Experience in business development, client management, office leadership, operations, or team growth.
  • Ability to understand and represent a broad range of engineering and consulting services.
  • Strong professional network within the local engineering, construction, development, or infrastructure market is considered an asset.
  • Experience recruiting and building technical teams is considered an asset.
Skills and Competencies
  • Strong leadership and people-management skills.
  • Ability to mentor employees with varying levels of experience.
  • Strong technical and engineering judgment.
  • Excellent interpersonal, communication, and presentation skills.
  • Strong client-service and relationship-building abilities.
  • Entrepreneurial mindset and demonstrated interest in business growth.
  • Ability to identify opportunities and convert relationships into meaningful work.
  • Strong organizational and operational management skills.
  • Ability to balance employee needs, business priorities, and client expectations.
  • Collaborative approach to working with technical leaders and other regional offices.
  • Sound judgment, professionalism, and accountability.
  • Ability to motivate employees and establish a clear vision for office growth.
Role Focus

The Regional Manager is not expected to act as the primary technical lead or project engineer for the office. Their time will be focused on:

  • Office and employee management;
  • Recruitment and team development;
  • Training and mentorship;
  • Client relationships;
  • Market growth; and
  • Coordination with ART Engineering’s technical and corporate leadership.

The successful candidate’s technical background will be essential to their ability to perform these responsibilities effectively. It will allow them to understand the work performed by the team, provide credible guidance, identify development needs, evaluate technical talent, communicate with clients, and support the long-term growth of a capable and well-rounded engineering office.
