Job Profile

Under the general direction of the Administrative Coordinator, the Recreation Services Coordinator is responsible for the co-ordination and operation of Division portfolio recreation and aquatic programs, services and public facilities. This includes recreation and aquatic programming, recreation needs and facility development, contract administration, public relations, workflow process, adherence to regulations and safety standards, quality control and consistency of service standards, recruitment and training, facility membership services, fee subsidy programs, recreation facility operations and rentals, equipment and supply inventory and procurement, recreation community development, project management, and special initiatives as assigned. The Coordinator is responsible to provide leadership for a designated portfolio within the Recreation Services Division and works in collaboration with other Divisions and Departments to ensure that recreation systems and program service delivery is consistent with the needs-based service priorities of the Community Services Department.

The Coordinator integrates the principles of contemporary, entrepreneurial and public sector management including financial accountability practices, alternative service delivery strategies, commitment to safety and a responsive community development approach for service delivery and overall customer service. The position provides strong leadership and expertise in public sector management, staff development, service delivery models, business planning, administration and communication. The position ensures that the financial and human resource services are coordinated in accordance with all relevant legislation, civic policies and directives. The Recreation Coordinator provides technical expertise in the assigned program areas to senior administration, community and organizations, civic employees and citizens as it relates to service delivery and administration. The Recreation Coordinator has responsibilities for coordinating assigned portfolio areas related to program leadership development, financial accountability, research, evaluation and strategic planning. Working collaboratively with various stakeholders, contract administration includes the development, negotiation and implementation of Joint Use, Short Term use, contract leader, funding and community use agreements.

The Recreation Services Coordinator is responsible for the general operation of assigned recreation, aquatic and active living programs for all ages and abilities and services provided by the Department’s indoor and outdoor aquatic facilities, recreation and leisure facilities, wading pools and spray pads and programs offered at alternative community spaces. Public services operate 16 hours per day, 362 days per year. This position provides coaching, mentorship, leadership and direction to Division employees through the development of short- and long-term plans, development of procedures and standards and the implementation and monitoring of administrative standards, policies, statutory acts/legislation, Workplace Safety and Health, and risk management. Recreation Services Coordinators receive staff inquiries and provide direct support to front-line staff after-hours for situations such as, health and safety incidents, emergencies, injuries and accidents, staffing vacancies and seasonal operational changes.

Recreation Coordinators conduct media interviews as required. The incumbents represent the Division on Departmental and external task forces and committees. The Recreation Services Coordinator, on average, directly supervises 3.5 FTEs; and, indirectly supervises approximately 47 FTEs and 340 contract leaders.

As The Recreation Services Coordinator You Will

  • Provide direction and leadership in coordinating, planning, resourcing, allocation and delivery of the provision of recreation and aquatic services that are responsive to identified needs in the assigned program and service areas, including provision of city-wide services.
  • Provide supervision, expertise and leadership in the assigned programming areas directly to, on average, 3.5 FTEs; and, indirectly to approximately 47 FTEs and 340 contract leader agreements.
  • Ensure the financial services of the assigned portfolio are managed in accordance with City and Department policies, administrative directives, standards and documents including the Division’s Annual Budget
  • Ensure that programs and services comply with all relevant legislation, Acts, standards, City Policies and regulations including the City of Winnipeg Act and all relevant by-laws.
  • Operate facilities, systems, and related equipment to meet the required standards for the safe and effective functioning of assigned programs and services.
  • Provide technical expertise related to recreation programs and services to civic staff, elected officials, community organizations, the media, other levels of government and the public as it relates to the integrated and comprehensive delivery of programs and services.

Your Education And Qualifications Include

  • Bachelor Degree in an appropriate discipline such as Physical Education, Recreation or Leisure Studies or an equivalent combination of university education, training and management experience.
  • A minimum 5 years of diverse and progressively more responsible experience in the development of systems, aquatics & recreation services, program and human resource management.
  • Demonstrated leadership, managerial, organization, analytical and decision-making abilities.
  • Demonstrated ability in the development, interpretation, implementation and evaluation of aquatics and recreation policies.
  • Demonstrated ability in the establishment of appropriate systems for equipment acquisition, maintenance and operation to ensure a safe environment for public and staff.
  • Strong interpersonal skills, including communication oral & written, facilitation and collaboration with elected officials, civic staff, the public, major user groups and community organizations.
  • Well-developed analytical, presentation and report writing skills.
  • Ability to function independently and analyze issues in an expeditious manner, making accurate and thorough decisions and recommendations.
  • Experience in initiating or participating in research.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, and external contacts, in accordance with Respectful workplace Policy.
  • Comprehensive knowledge, experience and administrative supervision in aquatics and active living services and programs and community development support systems.
  • Knowledge of current trends and demonstrated ability to incorporate trends in the provision of programs, facilities and services.
  • Applied knowledge of public management principles, alternate service delivery approaches, business and strategic planning processes and related financial management techniques.
  • A sound knowledge of information, human resource and budget systems
  • A thorough knowledge of City of Winnipeg by-laws, regulations pertaining to the Community Services Department
  • Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that is applicable to the area of work.
  • Knowledge of applicable Administrative Directives (within 6 months - 1 year).
  • Knowledge of specific program/facility operations (within 6 months - 1 year).
  • Ability to utilize PeopleSoft Financial and HR systems (within 6 months).
  • Ability to use budget projection system (within 6 months).
  • Must have successfully completed the following courses or be prepared to complete within once year:
  • Foundations of Supervisory Development or Workplace Leader
  • Safety Responsibilities for Supervisors/Managers
  • Diversity in the Workplace – The Role of the Supervisor/Manager
