Job summary

VINCI in Canada is seeking a Quality Manager to lead the QA/QC program on the Pickering Nuclear Generating Station refurbishment project. You will develop and implement the Project Quality Plan, oversee inspections, audits, and documentation to ensure compliance with ISO 9001 standards.

This role requires 15+ years of QMS management on major construction projects, a civil engineering degree, and strong leadership.

Qualifications

• 15+ years managing QMS on large construction projects.
• Bachelor's degree in Civil Engineering or related field; ISO 9001 Lead Auditor training is an asset.
• Ability to anticipate quality risks and implement preventive measures.
• Strong leadership and organizational skills with site experience.
• Experience in high-risk environments (nuclear, offshore) is preferred.

Responsibilities

• Lead the QA/QC program development, implementation, and management.
• Develop and maintain the Project Quality Plan and QA procedures.
• Create and implement Inspection and Test Plans from trials to full build.
• Review method statements and manage non-conformances and handovers.
• Assess subcontractor and supplier submissions for compliance.
• Plan and monitor QA/QC audits and supplier prequalification.
• Present quality data and KPIs to management for improvement.
• Investigate issues, report findings, and recommend corrective actions.
• Ensure safety of people/environment; halt work if required.
• Support as-built documentation and final evaluation reports.

What is the project?

The Pickering Nuclear Generating Station Refurbishment Program Involves Designing And Building a New Deep-water Intake In Lake Ontario To Improve The Plant's Cooling System. This Will Involve

A5 km-long tunnel, built by a pressurized TBM (10.5 m diameter slurry TBM);

Two vertical shafts (onshore and offshore);

An offshore modular intake structure, resting on the lake bed.

The project is distinguished by its proximity to an active nuclear site, requiring rigorous standards of safety, planning and coordination.

What You Will Do

You will ensure that project activities meet quality standards and specifications while driving continuous improvement across all phases of the project. You will oversee inspections, audits, documentation, and quality compliance to support the successful delivery of the works.

Concretely Your Tasks Will Be

• Act in a leading role in the development, implementation and management of the QA/QC program;
• Prepare, implement and maintain the Project Quality Plan and associated Quality Procedures across the Project scope of work;
• Develop and implement Inspection and Test Plans, from initial trials to full works implementation;
• Review and approval of work method statements;
• Management of non-conformances, as-built and hand-over packages;
• Evaluate the technical and functional aspects of bid submittals from subcontractors and suppliers;
• Evaluate all material/equipment submissions, ensuring compliance to Project specification;
• Plan, implement and monitor the QA/QC audit program;
• Audit the prequalification and surveillance of subcontractors and suppliers;
• Manage the QA up to the Hand-over Packages (As-built and Quality
• Record Packages) at each phase of works completion, ensuring full records traceability and availability;
• Identify, consolidate and present project-wide KPIs for management review;
• Review Material Approval Requests and ensure compliance;
• Present critical quality data and statistical analyses (e.g. nonconformity trends, cause and effects analysis, audit findings, design issues, trainings, etc.) as a means of identifying areas for further improvement;
• Conduct in-depth investigations, assessments, reporting and recommendations on project-specific concerns;
• Suspend the execution of the work immediately if the safety of persons or the environment is endangered, or if a critical factor is identified that could affect the final quality of the work;
• Support as-built documentation and final evaluation reports according to project progress;
• Plan and conduct project-wide trainings and awareness workshops relating to ISO 9001, the Project QMS and other specialized subjects.

Your Skills

• At least 15 years in the management of QMS on major projects in the construction industry;
• Bachelor’s Degree or Diploma in Civil Engineering or a related field; ISO 9001 Lead Auditor training and extensive implementation of its principles is an asset;
• Ability to anticipate potential quality risks and implement or process preventive measures to limit these risks;
• Ability to strike a balance between high-quality standards and practicality of site implementation;
• Strong leadership and management skills;
• Highly organized and a self-starter;
• Excellent presentation and communication skills;
• Experience working on projects with high-risk environments (nuclear, offshore, or similar).
