Job Description:

Parsons is looking for an amazingly talented Quality Manager to join our team! In this role you will provide quality assurance (QA) and quality control (QC) activities across the engineering department to ensure compliance and monitoring of all engineering business processes, procedures, activities and project deliverables are in accordance with the clients requirements.

The Quality Manager reports directly to the Program Director.

Project Type: Luxury Hospitality, Residential, and Infrastructure Developments

Key Responsibilities:

  1. Develop, implement, and maintain the Project Quality Management System (PQMS) in compliance with international standards (ISO 9001, ISO 14001, and ISO 45001).
  2. Ensure all quality control procedures are effectively followed and aligned with project specifications and regulatory requirements.
  3. Conduct regular audits, inspections, and quality assessments to identify and mitigate potential risks.
  4. Collaborate with design, construction, and delivery teams to ensure compliance with project quality objectives.
  5. Manage non-conformance reports (NCRs) and implement corrective and preventive actions (CAPAs).
  6. Ensure proper documentation and records management in line with GCC and EU regulatory frameworks.
  7. Provide training and mentorship to teams on quality best practices, standards, and procedures.
  8. Liaise with clients, contractors, and consultants to ensure quality standards meet contractual agreements.
  9. Lead and support continuous improvement initiatives to enhance quality performance across the project lifecycle.

Requirements:

  1. Bachelor’s degree in Civil Engineering, Quality Management, or a related field.
  2. Minimum of 15 - 20 years of experience in quality management within construction, with exposure to luxury hospitality, residential, and infrastructure projects.
  3. Strong experience working on projects in GCC and EU regions, understanding respective regulations, codes, and compliance requirements.
  4. In-depth knowledge of ISO 9001:2015 and other relevant quality standards.
  5. Experience with audit processes, quality control methodologies, and risk management.
  6. Strong leadership, problem-solving, and communication skills.
  7. Proficiency in Aconex or similar document control systems is an advantage.
  8. Certifications in Quality Management Systems (QMS) such as ISO Lead Auditor, Six Sigma, or similar are preferred.

Preferred Qualifications:

  1. Previous experience working within a PMC environment.
  2. Strong understanding of construction methodologies and project lifecycle management.
  3. Experience in handling third-party audits and regulatory inspections.
