Job summary

Municipal Property Assessment Corporation in Pickering, Ontario is seeking a Quality Management and Data Support Specialist to monitor, validate, and improve data quality across MPAC systems. You will ensure data integrity and support governance initiatives.

The role requires a post-secondary education and at least seven years in data management and analytics with five years in quality control, plus experience with R/SAS/SPSS and strong collaboration skills.

Qualifications

  • Post-secondary education in a relevant field is required.
  • At least 7 years in data management and analytics with 5+ years in quality control.
  • Experience with statistical programming languages (R, SAS or SPSS).
  • Strong knowledge of assessment terminology, policies and procedures.
  • Excellent interpersonal and collaboration skills.
  • Excellent time management and ability to meet deadlines.

Responsibilities

  • Promote efficient records and data governance across MPAC.
  • Perform data quality health checks and monitor data integrity.
  • Develop scalable data management and governance practices.
  • Support stakeholders in data usability, security, and readiness.
  • Design control structures and conduct data reviews to mitigate risks.
  • Collaborate with IT and business data stewards on issue resolution.
  • Lead efforts to extract and analyze historical data to identify trends.
  • Contribute as a subject matter expert on corporate data governance projects.

You have:

  • Completion post-secondary (college or university) education
  • A minimum of 7 years progressively responsible experience in data management and analytics in a similar industry with a minimum 5 years’ experience in quality control
  • Proven experience in one or more statistical programming languages such as R, SAS, SPSS, etc.
  • Knowledge and experience with assessment terminology, policies and procedures
  • Excellent interpersonal and collaboration skills
  • Strong time management and organizational skills to meet tight deadlines and integrate multiple work assignments
  • Proficient use of Microsoft suite applications: Word, Excel, PowerPoint

Nice to have:

  • Completion of post-secondary (college or university) education in: Statistics, Mathematics, Computer Science, Business Administration
  • Working toward or the completion of a property valuation designation AIMA, MIMA, AACI FRICS, and/or Data Governance related designation
  • Experience in at least one general programming and/or scripting language such as Java, Python, C++, SQL, etc; and proficient with GIS and visualization tools such as QGIS, ArcView, Qlikview, Tableau and PowerBI

What you will do:

  • Promote efficient, accurate records, and effective information management across MPAC, to achieve data standardization, transparency and traceability
  • Perform enterprise data quality health checks and analysis, identifies and evaluates concerns in governing data and suggests observations and/or work edits enhancements to management
  • Maintain data integrity and improves data quality throughout the data lifecycle in the development of deliverables and ingestion of data into existing systems
  • Support corporate stakeholders in building a strong data governance foundation by evaluating data sets including data usability, consistency, readiness, security and integrity
  • Design and automates the development of control structures; and conducts periodic data reviews to identify data anomalies to mitigate corporate risks
  • Work in collaboration with IT and business stakeholders and data stewards on data issue management and identifies data inconsistencies, and evaluates risks
  • Lead efforts to develop scalable, innovative approaches to extracting, managing, analysing and interpreting historical data results to identify trends or patterns in complex data sets
  • Serve as core team member on corporate projects, participate as a subject matter expert, and provide support to ensure data governance framework compliance
