The expected starting base salary for this position is $108,078 to $113,482 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What You’ll Be Doing

Under the direction of the Director, Quality Assurance (Director, QA), the Quality Assurance Program Lead (QAP Lead) provides day-to-day operational oversight of the BCCNM’s registrant Quality Assurance program. The QAP Lead provides work direction, guidance, mentorship and performance feedback to the QA program delivery team, manages complex operational scenarios as well as provides oversight of contract QA Assessors, ensuring day-to-day activities align with program goals, organizational priorities and support ongoing quality improvement.

The QAP Lead assesses, plans, develops, monitors and evaluates operational policies and procedures, and works with QA program and BCCNM staff to facilitate the implementation of QA program operational policies, procedures, business and system requirements.

Key Responsibilities Include

• In collaboration with the Director, QA and QA Consultants, assesses, plans, develops, monitors and evaluates QA program operational policies, procedures, business and system requirements.
• In consultation with the Director, QA, provides training, work direction and oversight, delegates task and assists with problem resolution to QA program staff. Provides critical performance feedback to the Director.
• In consultation with the Director, QA, provides oversight of contract QA assessors for the peer practice review, including policies and procedures, facilitation of onboarding, off-boarding, contract management and performance feedback.
• Collaborates with QA program and other BCCNM staff to facilitate the implementation of QA program operational policies, procedures, business and system requirements.
• Works with QA program and BCCNM enabling teams to ensure organizational and program-level policies and accompanying business rules, and technology solutions are operationally feasible.
• Provides subject matter expertise and leadership within BCCNM working groups, committees and cross-functional initiatives. Supports development and maintenance of strategic relationships with system partners including health authorities, government and employers.
• In consultation with the Director, QA, leads initiatives related to QA program operations from start up through to completion. Ensures project parameters of scope, schedule, and quality are successfully delivered. Prepares appropriate reports, briefing notes and presentations.
• In consultation with the Director, QA, develops and participates in the training and orientation of QA staff and program contract assessors.
• In collaboration with the Director, QA, ensures integration and alignment of QA program operational requirements across other BCCNM functions where appropriate.
• Proactively seeks opportunities to enhance operational efficiency and effectiveness. Develops and implements process improvements that increase the quality of program outcomes.
• Keeps current on trends through research and literature reviews; synthesizes findings to support the development and updates to QA program operations to and ensure programs and services are evidence-informed, efficient, effective, and reflect leading practices. Facilitates leveraging of technology, tools and resources to ensure effective automation of key QA processes.
• Champions the integration of Indigenous cultural safety, humility, and anti-racism across all work, demonstrating a sustained commitment to ongoing learning, reconciliation and actions towards addressing Indigenous-specific racism in BC’s health care system.

Your Education & Skills

• Educational preparation at the master’s level in nursing or midwifery or related field.
• 5 to 7 years’ experience in senior nursing or midwifery positions including healthcare administration with a comprehensive knowledge of nursing and / or midwifery regulatory and professional practice issues.
• Demonstrated expertise in operational policy and process development, implementation and evaluation.
• Demonstrated leadership ability including experience coaching and mentoring others and leading teams. Experience in formal leadership role preferred.
• Must hold practicing registration in good standing with BCCNM or be eligible for practicing registration with BCCNM. If a midwife, must hold practicing or non-practicing registration in good standing with BCCNM.
• Highly developed oral and written communication skills as well as group facilitation, coalition building, and conflict transformation skills to build consensus across groups with diverse perspectives and backgrounds.
• Demonstrated ability in providing coaching and mentorship to staff and fostering professional growth and supporting team development.
• Demonstrated ability to apply research processes and methodologies to support evidence-informed decision-making, recognize and analyze trends, and to critically evaluate processes and apply learnings.
• Ability to make decisions independently and work collaboratively with internal staff and a variety of external partners.
• Ability to synthesize salient evidence from multiple sources to prepare written reports which provide recommendations supported by reasoning.
• Ability to navigate and adapt to a continuously evolving regulatory and legislative environment, using a flexible and adaptive approach to balance efficiency and risk while managing ambiguity and anticipating the impact of complex changes.
• Ability to exercise discretion and diplomacy in handling confidential information.
• Demonstrated time management skills including the ability to prioritize and organize work with a strong attention to detail.
• Experience with project management and demonstrated ability to achieve project deliverables in a timely manner.
• Strong working level knowledge using MS Office suite and virtual platforms. MS CRM Dynamics and MS SharePoint experience an asset.
• Knowledge of the Health Professions Act (HPA), the upcoming Health Professions and Occupations Act (HPOA), Declaration on the Rights of Indigenous Peoples Act (DRIPA), and BCCNM bylaws is an asset.
• Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, including social, economic, political, and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commission’s 94 Calls to Action (2015), the In Plain Sight Report (2020), and Reclaiming Power and Place’s Calls for Justice (2019)) is an asset.
• Demonstrated understanding of equity, diversity, inclusion, and cultural humility as they apply to health care is an asset.
