Kleinfelder's Richmond, VA office is currently seeking a Quality Assurance Manager (QAM) with experience in Highway Construction Management primarily in the Design-Build arena.

The QAM is the key individual responsible for the management and coordination of the Quality Assurance (QA) organization on Design-Build projects and will report directly to the Design-Build Project Manager (DBPM). The QAM is responsible for:

  1. Managing the QA program to independently monitor the Quality Control (QC) process by examining the QC data and providing independent proof in verification of the QC sampling, testing and inspection records in accordance with relevant contract documents.
  2. Reporting directly to the DBPM and shall have the overall responsibility to monitor the compliance and adherence to the established Quality Management Plan (QMP).
  3. The QA inspection and testing of all materials used and work performed on the Project including monitoring of the Design-Build Contractor's QC program by providing an independent verification of the QC process.
  4. Coordinating and managing internal and external audits of the quality processes, including but not limited to designer, design sub-consultants, contractor, sub-contractors and suppliers as determined.

The qualified candidate will:

  1. Be a Licensed Professional Engineer or capable of being licensed in the Commonwealth of Virginia.
  2. Have Construction Management and Highway Construction/Infrastructure projects experience, including but not limited to inspection, testing, systems integration, power and communication.
  3. Have 10+ years of related experience, 3 - 4 years project related experience and knowledge of applicable federal, state, and local laws and regulations required.
  4. Have a minimum of 2 years coordination/supervisory experience.
  5. Possess excellent communications skills and the ability to identify and communicate - orally and in writing - with a wide range of stakeholders including contractors, VDOT personnel, government officials, inspectors, and the public.
  6. Have the ability to identify potential projects/clients, and market our services.
  7. Possess a driver's license and the ability to commute to projects when required.
  8. Possess a working knowledge of the current software programs utilized in the industry.

The QAM shall perform the following services to include, but not limited to:

  1. Lead and direct project Design-Build Quality Assurance efforts in accordance with VDOT's Minimum Requirements for Quality Assurance and Quality Control on Design-Build and P3 Projects July 2018.
  2. Developing and publishing project QA/QC Plans.
  3. Conducting audits, inspections and testing in validation of the QC Plan.
  4. Visit the project on an as-needed basis.
  5. Managing and coordinating QC & QA materials testing.
  6. Preparing the project materials notebook in accordance with VDOT requirements.
  7. Maintaining and coordinating appropriate staff for observation and inspection of work.
  8. Documenting QA activities and assuring that QC documentation meets appropriate standards.
  9. Assuring that all quality documentation is deposited in the project Document Management System.
  10. Prepare Non-Conformance Reports when appropriate and make recommendations for resolution.
  11. Managing and supervising all nonconformities affecting quality of products.
  12. Certify that the Work shown on contractor's monthly pay application is complete and meets relevant contract requirements.
  13. Maintaining an awareness of safety and health requirements.
  14. Assuring that offsite plant inspections are performed by the appropriate entity.
  15. Certify that the project has been constructed in conformance with applicable standards and specifications.
