Job Summary

The Officer, Public Works, supports regulation compliance by liaising with municipalities, internal teams, and external stakeholders such as Engineering, Public Relations, and Regulatory Affairs. The role is the first contact point for Transport Canada (TC) and the Federal Railroad Administration (FRA) concerning inspections, safety programs, and level crossing issues. Responsibilities include managing projects, coordinating new crossing requirements, and negotiating with signals, communications, and road authorities.

Main Responsibilities
Program and Contract Management
  • Handle FRA and TC funded programs, including at-grade crossing initiatives.
  • Coordinate and execute projects with road authorities, such as crossing widening and reconstruction.
  • Negotiate agreements to protect CN’s interests and reduce financial exposure.
  • Formalize agreements into contracts and adjust them as needed.
  • Represent the company in meetings with municipalities, states, regions, and regulatory agencies to review safety at crossings.
Municipality Management
  • Review municipality road plans near railway crossings for compliance.
  • Lead crossing rehabilitation programs, including estimates and collaboration with municipalities.
  • Work with Track Supervisors to establish recoverable and non-recoverable crossings.
  • Manage billing and payments for recoverable costs.
  • Conduct safety audits and liaise with stakeholders to address deficiencies.
Whistle Warning Management
  • Oversee anti-whistling requests, ensuring safety and compliance.
  • Audit and settle whistle removal requests where appropriate.
  • Coordinate fencing applications to prevent trespassing.
Audit and Deficiencies Operations
  • Perform FRA and TC audits to ensure compliance.
  • Notify relevant parties of deficiencies and monitor corrective actions.
Working Conditions

The role involves standard office work, Monday to Friday, with up to 20% travel to regional construction sites. The incumbent must meet deadlines and handle pressure effectively.

Requirements
Experience
  • Minimum 2 years of civil engineering experience.
  • Experience reviewing engineering drawings and working on public projects.
Education/Certification
  • High School Diploma or Bachelor’s/Diploma in Civil Engineering or Civil Engineering Technology (considered an asset).
Competencies
  • ESG principles consideration, collaboration, impactful communication, leadership, critical thinking, problem-solving.
Technical Skills/Knowledge
  • Technical writing, railroad operations knowledge, engineering review skills, bilingual in English and French.
