Public Works Manager

Nestled in the stunning Bear Valley at the head of the Portland Canal, the District of Stewart is a breathtaking haven of natural beauty, surrounded by towering mountains, lush temperate rainforest, and crystal-clear waterways.

Position Summary
Reporting to the Director of Operations, the Public Works Manager (PWM) is responsible for overseeing the safe and efficient delivery of essential municipal services; including water and sewer systems, roads, drainage, solid waste collection, snow removal, fleet and heavy equipment operations, and the maintenance of public infrastructure.

Leading a dedicated unionized Public Works team, the PWM provides strategic leadership and ensures the effective planning, coordination, and use of resources to maintain the District of Stewart’s infrastructure. A key focus of this role is the successful implementation and management of Capital Work Projects, with an emphasis on long-term sustainability and service excellence.

EDUCATION & EXPERIENCE

  • Proven experience as a Supervisor or Foreperson, with a strong track record of success
  • Skilled in managing unionized crews under a Collective Agreement
  • In-depth knowledge of Occupational Health and Safety rules and regulations
  • Experience in managing Public Works operations within a municipal government environment (preferred)
  • Proficient in operating heavy equipment (considered an asset)
  • Knowledge of Water/Wastewater systems

Key Responsibilities

  • Coordinate and monitor personnel, equipment and materials to productively execute, plan and direct day-to-day operations of operational staff
  • Create schedule for operational staff and providing direction for daily work regimes
  • Use independent judgement to deal with issues and delegate tasks to operational staff as required
  • Oversee work conducted by contractors working in conjunction with District operational staff
  • Provide advice and technical guidance to Director of Operations regarding infrastructure
  • Ensure proper maintenance of municipal facilities, systems and equipment
  • Complete paperwork/reports such as scheduling maintenance works, field safety hazard analysis for operational staff weekly safety meetings , field and facility safety inspections and all required infrastructure assessments
  • Assist in supervision and scheduling of all maintenance operational works pertaining to water, sewer and storm systems, roadway and pedestrian networks as well as District vehicle and equipment fleet and park maintenance
  • In conjunction with the Director of Operations, plan work schedules for all operational staff on a daily, weekly, monthly and annual basis
  • Assign tasks and projects to individual team members to safely execute operations works ensuring high levels of productivity and fiscal responsibility while maximizing District resources
  • Provide operations staff with direction and report to management on progress accordingly
  • Direct and train employees to ensure all work is conducted in a safe manner in accordance with Occupational Health and Safety Regulations
  • Ensure all tools, equipment and material needs are addressed in a timely manner as required for operational works; must be proactive on addressing and maintaining inventory levels for required maintenance and operational activities.
  • Ensure operational staff perform required pre-trip inspections and findings are recorded and effectively communicated to shop staff
  • Delegate standby duties and after hours call-outs to operational staff in accordance with the Collective Agreement
  • Be familiar with the District budget and work within limitations; assist in the development and forecasting of upcoming budgetary needs
