Full-time, salaried position: Salary will be commensurate with experience and education.
The City of Flin Flon has an exciting opportunity for a collaborative and results-oriented leader to join our team as Manager, Public Works. As a key member of Flin Flon’s leadership team, you will:
- Provide leadership and manage department staff in multifunctional areas, delegate responsibilities appropriately, and provide guidance and motivation to achieve outcomes.
- Develop long-range strategies, plans, and operating policies to prioritize and implement capital programs/projects for fleet, construction, rehabilitation, and expansion of new infrastructure.
- Lead project management for the planning, design, and construction of Flin Flon’s infrastructure projects.
- Work collaboratively with key stakeholders and other departments to ensure coordination in planning and delivery of projects, programs, services, and regulatory functions.
- Seek opportunities to create efficiencies and reduce costs by leveraging partnerships and funding supports.
- Establish practices and procedures to ensure statutory requirements and quality standards are met, and health and safety standards are enforced.
- Consult with external engineers and contractors as required.
- Respond effectively to requests from ratepayers, businesses, and the public, coordinating appropriate actions per municipal policy.
- Review and comment on engineering drawings and development proposals related to infrastructure, transportation, utilities, and stormwater management.
- Lead the development and implementation of an asset management plan for the department.
- Prepare departmental capital and operating budgets in collaboration with other departments and external agencies.
- Monitor departmental performance against strategic plans and initiate corrective actions if necessary.
- Decide on the best design and use of materials and equipment for construction, repair, and maintenance jobs, maintaining high quality and safety standards.
- Purchase goods and services following city policies.
- Keep the Chief Administrative Officer informed of activities and analyze issues affecting infrastructure and operations, providing solutions.
- Participate in meetings such as Committee, Council, Planning, and Department Head meetings.
- Contribute as a member of the Senior Management Team on planning and strategic initiatives.
- Perform other duties as assigned in line with corporate objectives.
Work Requirements & Qualifications
The ideal candidate will be proactive, detail-oriented, diplomatic, organized, and flexible. Familiarity with public policy development, municipal planning, and decision-making processes is essential. Qualifications include:
- A University Degree or College Diploma in Civil Engineering or related field.
- Certification as a Professional Engineer (P.Eng.) or Certified Engineering Technician (C.E.T.) with at least ten (10) years’ experience in municipal engineering, public works, or a similar field.
- Five (5) years of progressive leadership experience in a unionized environment.
- Strong knowledge of legislation and policies affecting municipal Public Works operations and maintenance.
- Ability to establish and maintain collaborative relationships with stakeholders, staff, management, elected officials, and community partners.
- Advanced problem-solving and conflict management skills, exercising tact, discretion, and confidentiality.
- Excellent organizational and analytical skills; ability to meet deadlines and respond to changing demands.
- Proficiency in Microsoft Office Suite and relevant applications.
- Proven communication skills for report writing and presentations.
- Certified Operator in Water Distribution and Wastewater Collection in Manitoba is an asset.
