About The Role

Reporting to the Supervisor of Public Spaces, the Public Spaces Labourer is responsible for assisting with the cleanup of homelessness encampments on City Property. Working closely with Niagara Regional Police, City By-Law division, and other stakeholders to enforce municipal by-laws related to encampments through an integrated homeless management system.

Public Spaces operations include general labour duties, operating equipment including vehicles (20,000 GVM and under), and performing other related work.

What You Will Be Doing
  • Assist with monitoring and identifying homeless encampments and participate in cleanup efforts.
  • Liaise with municipal stakeholders including police, regional authorities, and outreach teams.
  • Interact with the public and staff, articulating procedures and timelines.
  • Maintain accurate records and ensure confidentiality.
  • Complete paperwork such as reports, time sheets, and incident reports.
  • Operate equipment and vehicles safely, including trucks and small machinery.
  • Handle hazardous waste items appropriately.
  • Perform general labour duties like garbage pickup, litter collection, sidewalk clearing, and watercourse cleaning.
  • Provide leadership in small groups for labour tasks.
  • Monitor and document encampments for tracking purposes.
  • Set up traffic control devices and act as a flagman as per Ontario traffic standards.
  • Ensure safety and good housekeeping of equipment and work areas.
  • Provide excellent customer service and complete paperwork accurately.
  • Perform other related duties as required.

About You: Qualifications
  • Grade 12 Diploma or GED.
  • Valid Class "DZ" driver’s license in good standing.
  • Experience in a municipal environment preferred.
  • Experience working with trauma survivors, stigma, poverty, and homelessness is an asset.
  • Training in Occupational Health and Safety Act, PPE, and traffic control.
Skills
  • Effective time management, attention to detail, and ability to work independently.
  • Basic computer skills; experience with Microsoft Office is an asset.
Other Requirements
  • Commitment to safety culture and policies.
  • Completion of Ministry of Labour Worker Health and Safety Awareness training.
  • Ability to meet physical demands and work outside in various weather conditions.
  • Availability for flexible hours, including shifts, overtime, and winter work.
