Position Summary:
Provides comprehensive psychiatric evaluation, diagnosis, and treatment for individuals experiencing mental health and/or substance use challenges. Delivers psychiatric medication management and therapeutic interventions and integrates primary care considerations as appropriate. Collaborates closely with a multi-disciplinary team, including mental health clinicians, substance use disorder professionals, and other healthcare providers. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, and values of the Cowlitz Indian Tribe and the Cowlitz Tribal Health and Human Services department.

- Conducts comprehensive biopsychosocial assessments to determine diagnoses and develop individualized treatment plans.
- Provides outpatient psychiatric care, including medication management and therapeutic interventions, for individuals of all ages with mental health and substance use disorders.
- Performs physical exams for patients referred to inpatient treatment through partner agencies and coordinates referrals for specialty or higher-level medical services as needed.
- Orders and interprets laboratory and diagnostic test results to support clinical decision making.
- Delivers crisis intervention services, including same-day evaluations, relapse prevention, and referrals to community crisis resources.
- Participates in multi-disciplinary team meetings to review cases, share feedback, and coordinate care.
- Collaborates with internal staff (e.g., mental health clinicians, nurses, medical assistants) and external partners to ensure continuity and effectiveness of care.
- Provides individual and family therapy for children, adolescents, and adults as appropriate to training and licensure.
- Develops and monitors treatment plans in accordance with behavioral health standards, adjusting as needed based on client progress.
- Educates clients and families on diagnoses, medications, and available resources while maintaining confidentiality.
- Maintains timely and accurate documentation in the electronic health record in compliance with program policies and professional standards.
- Adheres to all organizational precautions and procedures in the performance of all duties to ensure a safe work environment for self and others.
- Maintains credentials as required by the certifying/licensing body.
- Participates in quality assurance activities, including peer review, performance improvement, and record maintenance according to accreditation standards.
- Provides consultation to agency nursing and medical staff and presents cases in scheduled staffing meetings.
- Adheres to HIPAA regulations and all confidentiality regulations regarding client information.
- Maintains required licensure and certification through ongoing professional development and training.
- Supports a safe work environment by adapting to protocol changes and participating in staff meetings.
- Works collaboratively in a team environment to achieve shared goals.
- Promotes culturally responsive and trauma-informed practices across the program.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of traditional forms of government and tribal customs and traditions.
- Strong understanding of psychiatric evaluation, diagnosis, treatment planning, and psychopharmacological interventions.
- Knowledge and skills necessary to assist in providing care appropriate to the needs of clients served.
- Knowledge of substance use disorder treatment, recovery support, and clinical counseling methodologies.
- Familiarity with psychiatric nursing principles and outpatient medical services, including co-occurring conditions such as hepatitis and HIV.
- Knowledge of community resources, referral processes, and patient outreach strategies.
- Proficient in conducting comprehensive biopsychosocial assessments and mental status examinations.
- Ability to conceptualize the client and family experience through a culturally and historically informed lens.
- Skilled in crisis intervention, de-escalation techniques, and safety planning.
- Ability to diagnose psychiatric conditions, including those related to substance use, and extract accurate clinical information from patients.
- Knowledge of current standards, policies, and procedures of regulatory bodies, contractual agreements, and professional standards.
- Competent in providing individual and family therapy across the lifespan.
- Ability to develop, implement, and evaluate individualized treatment and service plans.
- Skilled in evaluating the effectiveness of interventions and making appropriate adjustments.
- Capable of delivering psychoeducation to clients and families regarding diagnoses, medications, and available resources.
- Strong verbal and written communication skills.
- Ability to build rapport quickly with clients and families.

Minimum Qualifications:
- Doctor of Medicine, Doctor of Osteopathic Medicine, or equivalent.
- Permanent, full, and unrestricted license to practice medicine independently.
- Board-certified in psychiatry through the American Board of Psychiatry and Neurology (ABPN).
- DEA License or the ability to obtain.
- American Heart Association (AHA) Basic Life Support (BLS) Provider certification or American Red Cross Basic Life Support for Healthcare Providers certification; ACLS preferred.
- Experience working within American Indian and/or Alaska Native communities preferred.
- A valid driver’s license is required when driving vehicles for work-related purposes.
- Must be able to successfully pass a background screening/investigation according to the established requirements below.

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit, use hands to finger, handle, or feel, and communicate effectively. The employee occasionally is required to move throughout the facility and reach with hands and arms. The employee is occasionally required to lift up to 20 pounds. Specific vision abilities required by this job include close vision and clarity of vision at long distance.
Work is generally performed in an office/clinical setting with a moderate noise level. Employees may be exposed to bodily fluids, blood-borne pathogens, and infectious diseases. Situations occur where PPE (personal protective equipment) is needed. Occasional evening and/or weekend work may be required. Travel is required for training, meetings, conferences, presentations, and other events. Tight time constraints and multiple demands are common.
