About the Ministry

The Ministry of Finance is responsible for oversight of government revenue, expenses, assets, and liabilities. Finance is the lead ministry for fiscal policy; budget development and integrity; managing provincial debt; designing and administering fair, efficient, and competitive tax regimes; pension and benefit administration; labour relations advice to government; ensuring accountability to both the public and the Legislative Assembly for the use of public funds; and ensuring effective financial management and accounting policies and procedures.

The Provincial Comptroller offers an ideal opportunity to help the province shape its vision for strong, sustainable growth for today and future generations through excellence in financial management policy and accountable use of public funds across the government.

Responsibilities

Reporting to the Deputy Minister, the Provincial Comptroller provides strategic and executive leadership to the summary accounting, forecasting and financial reporting functions of the government.

As part of the ministry’s executive team, the Provincial Comptroller shares responsibility for the development, planning and implementation of Ministry initiatives.

The Provincial Comptroller is responsible for:

  • Building strategic, collaborative relationships with ministries and agencies across government;
  • Overseeing the maintenance of the government-wide financial system;
  • Managing fiscal and human resources to ensure the effective use of resources in meeting Ministry objectives;
  • Ensuring compliance with Treasury Board directives;
  • Providing strategic options, comprehensive policy advice, and recommendations to the Deputy Minister on policies and issues;
  • Supervising the receipt and proper disposition of public money;
  • Maintaining the appropriation accounts and financial accounts of the general revenue fund;
  • Preparing the annual Public Accounts of the Government of Saskatchewan as prescribed by Treasury Board;
  • Reviewing new and existing financial systems to ensure the inclusion of appropriate internal controls, and promoting appropriate integration with other government systems;
  • Working with the Office of the Provincial Auditor on the annual audit of the Public Accounts;
  • Reviewing the Provincial Auditor’s management letters and annual report recommendations, and assessing management’s response to those recommendations;
  • Assisting the Standing Committee on Public Accounts in the review of the Provincial Auditor’s annual reports to the Legislative Assembly; and
  • Representing the Ministry and Province on various federal/provincial/territorial councils to provide input and perspective on public sector accounting policies and standards.

Background and Qualification Requirements

The Provincial Comptroller position is an exciting opportunity for an experienced senior executive with an exceptional history of leading and achieving results in collaborative environments in the field of public policy development, public sector accounting and financial management. Our ideal candidate will possess a Chartered Professional Accounting (CPA) designation, complemented by extensive senior leadership experience.

In addition, you will have:

  • Leadership strengths that promote inclusion, engagement and foster an innovative, collaborative environment;
  • Experience in a public sector environment and extensive knowledge of Public Sector Accounting Standards;
  • In-depth knowledge of government legislative and regulatory processes and protocols, as they relate to public policy development and financial management;
  • Demonstrated ability to build commitment through collaboration, consultation and consideration of citizen and stakeholder impacts;
  • A strong executive presence with a demonstrated ability to navigate difficult situations through relationship building and influencing others;
  • An ability to work effectively in a team-based environment with excellent interpersonal, organizational, analytic, and problem-solving skills;
  • Demonstrated consensus-building skills, strong leadership, and team-building skills with an ability to mentor and develop staff to a high level of accountability; and
  • An exceptional communication style that includes well-developed written and oral communication skills.
