Qualifications

  • 3+ years of experience in sales or business development within IT staffing.
  • Strong understanding of public and private sector procurement processes.
  • Hands-on experience with RFP responses.
  • Government-issued Personal Security Clearance at minimum Reliability Status.
  • Ability to thrive under deadlines and manage fluctuating workloads.

  • Lead proposal teams through all stages of the proposal process.
  • Manage multiple complex bids ensuring timelines and deliverables are met.
  • Analyze RFPs to establish win themes and mitigate risks.
  • Develop and refine proposal content including narratives and executive summaries.

Work Arrangement: Hybrid – 3 days in office / 2 days remote | Ottawa

Job Responsibilities
  • Lead cross-functional proposal teams through all stages of the proposal process—kickoff, development, QA reviews, approvals, submission, debriefs, and transition to Operations.
  • Manage multiple complex bids simultaneously, ensuring timelines, deliverables, and budgets are met.
  • Analyze RFPs to assess opportunity fit, establish win themes, and mitigate risks.
  • Develop and refine proposal content, including narratives, executive summaries, qualification materials, and corporate references.
  • Ensure compliance and quality by adhering to standardized processes, escalating risks, and coordinating multiple QA reviews before submission.
  • Conduct internal and external debriefs to capture lessons learned and improve future proposals.
  • Support the SBD strategy by increasing organizational RFP awareness, training operational teams, and contributing to process improvements.
Qualifications
  • 3+ years of experience in the IT staffing industry in an external-facing capacity (sales or business development).
  • Strong understanding of private and public sector procurement supply chains (contracts, supply arrangements, MSP programs, vendor management tools).
  • Hands-on experience responding to competitive client-issued RFPs.
  • Post-secondary education in English, Technical Writing, Marketing, Communications or a related field.
  • Government-issued Personal Security Clearance (PSC) at a minimum Reliability Status (Secret eligible).
  • Advanced proficiency with MS Office 365, especially Word and Excel.
  • Experience with Applicant Tracking and/or Content Management Systems.
  • Excellent written and verbal English communication skills (French an asset).
  • Proven ability to thrive in a deadline-driven environment with fluctuating workloads.
  • Strong mentoring, leadership, and stakeholder management skills.
  • Adaptability and resilience during change; decisive and fair decision-making.
  • Fast learner of complex processes and concepts.

Salary: $91,000-110,000
